Purpose

The country MEAL officer is responsible for the monitoring, evaluation, accountability and learning activities of ZOA Ethiopia humanitarian/Emergency response programs. This position reports into the country MEAL manager and has a dotted line to the HRM manager and is responsible for ensuring the effective design and implementation of ZOAs humanitarian/ER MEAL project plans in line with ZOA’s policies and practices. The MEAL officer will focus on setting appropriate monitoring and evaluation requirements for ZOA’s emergency response (ER) projects and programs. Working with the project managers and program coordinators, the MEAL officer will ensure the timely and accurate completion of monitoring activities. The MEAL officer will supervise the creation of baselines and complete objective post project reviews, including but not limited to post distribution monitoring and evaluations. The position holder ensures that objective evaluations are managed to assess the ZOAs program and project relevance, effectiveness, efficiency, impact and sustainability of results and that evaluations are carried out in a credible and systematic manner with lessons and recommendations used for Emergency response program/project design together with country office MEAL manager and humanitarian team.

Typical Responsibilities - Key end Results of the Position:

  • Ensures that all proposals have robust, achievable and compliant log frames, theory of change, M&E plans
  • Supports the project managers and program coordinators to ensure that all projects are delivered in line with ZOA’s MEAL framework
  • Works with the project teams to ensure high quality baselines and end project reviews are completed in line with donor and ZOA policies
  • Contributes towards program and country office planning by provision of situational analyses
  • Works with the Country MEAL manager to ensure all staff are skilled in ZOA’s M&E tools and develops training programs (including induction) as required
  • Work closely with the MEAL Manager, the ER team and Area Managers to develop and implement emergency response related MEAL systems, including MEAL plans; data management tools for each of ZOA’s emergency response programs and projects.
  • Ensures that all proposals have robust, achievable and compliant log frames, theory of change, M&E plans
  • Provide technical and methodological support to emergency response program teams to ensure proper implementation of monitoring and evaluation activities (incl. KAP survey, PDMs, needs assessments etc.), for quality data collection and management (development of questionnaires for surveys, sampling, input method, extraction of useful data and interpretation) in a timely manner
  • Provide support, mentoring and training on MEAL and reporting to ZOA project staff and local partners on data collection, management, and analysis and reporting
  • Closely work with the MEAL manager and humanitarian team in the country office on the design and roll-out of standardized monitoring tools and methodologies.
  • Compile and disseminate periodic MEAL reports including monthly action plan tracker, IPTT, CRM database, and quarterly MEAL report to line manager and other decision makers
  • To ensure compliance involve in the development of emergency response project donor reports in line with report writing techniques and requirements for ZOA and relevant donors.
  • Ensure that regular emergency response project reports are generated from monitoring data and that findings are communicated effectively to appropriate persons and sectors
  • Ensure the utilization of appropriate reporting templates that facilitate the acquisition and aggregation of information in programs or develop and maintain effective information database
  • Conducted qualitative M&E (against international standards through participatory methodologies.
  • Participate in all other aspects of MEAL, for example surveys, baselines, PDMs, evaluations, joint projects monitoring and reviews / lessons learning workshops/events.
  • Together with the MEAL manager undertake accountability activities and develop tools to track adherence to Core Humanitarian Standards, including the development and use of information materials and the establishment of complaints response mechanism. This may include working closely with field-based MEAL staff ensuring that complaints are logged and addressed in a professional and timely manner and that serious complaints relating to abuse, exploitation and corruption are referred appropriately.
  • Serve as emergency response focal person for the implementation of Knowledge Management and Learning (KML)
  • Organize and coordinate lessons learnt workshops/review of the emergency response program work plans with Emergency response/humanitarian partners and other stakeholders.
  • Promote learning in the project, particularly on issues of program quality and contribute to quality assurance of projects.
  • Work closely with ER team and AMs to regularly produced and report on best practices and case studies; ensure new analysis and information is available, including for the forthcoming communications strategy.
  • Ensure that beneficiaries and other vulnerable community members including stakeholders are included and participated in all MEAL activities.

Dealing with Problems:

The MEAL officer should have a high degree of problem analysis skills for both external and internal environments in order to propose viable solution which is in line with the organizational rules and regulations.

Communications and Working Relationships:

Internally: ZOA office and program staff; mainly MEAL Manager, Humanitarian Response team, Program Area Managers and field MEAL Coordinators and officers.

 Externally: IDPs, Refugees, host community, community committees, local and international NGOs operating in the same geographical locations, government bodies, donors, external consultants.

Job Requirements

Job Requirement:

  • Bachelor's or Master's Degree in Statistics, Economics, social science, Educational Research and Development related fields.
  • At least 6 to 4 years of experience in emergency response programs/projects working in M&E with experience of developing M&E plans, training staff, capacity building, quantitative and qualitative data collection, analysis and reporting and/or other aspects of MEAL for BA/BSc/MA/MSc holders.
  • Excellent communication & interpersonal skill.
  • Experience with USAID/BHA, EHF, RRF. CERF, ECHO and other emergency response programs.
  • Excellent oral and written communication in English.
  • MS Office applications, Word, Excel, Power Point, Spread sheets and other Statistical software
  • Eye for detail and accuracy.
  • The candidate is expected to fully support the vision and mission of ZOA.

Skills Specific to the Post:

  • Strong MEAL technical experience supported with different data collection tools, like KOBO collect, SPSS and other software.
  • Demonstrated ability to meet strict deadlines and work independently and cooperatively with team members in a cross-cultural environment.
  • Good Communications Skill both English and other languages of the country.

  • The job duties require an employee to work in a hardship area for extended periods and regular field visits/travel to Tigray, Somali, Oromia and Gambella regions.
