Job Description

Finnish Refugee Council (FRC) (website) is an International non-governmental organization with Head Office in Helsinki; FRC advocates for the rights of refugees, displaced populations and migrants, and supports their new beginning. Purpose of the Position

Monitoring, Evaluation, Accountability and Learning (MEAL) Officer’s primary responsibility will be undertaking regular field level activities: in cooperation with the Programs Team leading and supporting the field teams in monitoring of the projects by providing inputs for project design, conduct baseline, closely follow up project implementation, monitoring and regular reporting; facilitate accountability and feedback mechanisms at field operation level and participate in projects end line surveys, closure reporting and evaluation.

S/he will coordinate project specific documentation of learnings and best practices. S/he will be responsible for compiling project roll-out and social accountability mechanisms for project interventions, compiling and analyzing feedback from communities and stakeholders, and supporting the Program Manager, Technical officers, and Field Office Coordinator. S/he will be responsible for timely tracking of project implementation, gathering data regularly, analyzing and synthesizing the data and preparing regular country office level updates. 

The MEAL Officer will also play an important role in improving information management and data quality, and in strengthening knowledge-sharing and learning across the organization and its networks.

Key Tasks and Responsibilities:

Accountability and Monitoring Systems (60%):

  • Develop and/or update M&E tools, databases, tracking tools and monthly reporting formats in close collaboration with Program Manager and Programs Team;
  • Ensure the alignment of MEAL activities with project and organizational goals;
  • In close collaboration with the Program Manager and the Programs Team, design baseline/end line surveys, needs and landscape analysis and M&E activities in line with project specific requirements and the organizational qualitative tools and methods; 
  • Develop and monitor project management plan to systematically document performance;
  • Generate periodic indicator reports for tracking progress against key indicators as needed;
  • Provide technical support to project staffs and partner staff in planning and implementing M&E systems and activities, , and results reporting; provide training as needed
  • Conduct field visits for data validation and monitor the quality and completeness of data sets; coordinate data collection at project sites to monitor project development and ensure timely compilation and reporting of data; capture and document lessons learned; and champion the scaling up of best practices
  • Support planning and budgeting by closely working with the technical and finance staff
  • Contribute to the development of annual work plans to identify targets and ensure inclusion of MEAL activities

Learning & Documentation (30%)

  • Ensure overall adherence to specific monitoring and reporting requirements for FRC project intervention
  • Support the preparation of quality and timely submission of country periodic reports (weekly, monthly, quarterly, biannually, annually or closure reports) and support the Field office to do the same;
  • Development and roll-out of digital M&E platforms and tools according to the organizational plans, and in cooperation with FRC network; 
  • Create and integrate graphics in reports and information products to help visualize data in a meaningful way
  • When appropriate/applicable, facilitate and participate in information sharing opportunities among FRC/partners/donors;
  • Collect and file success stories, pictures, other documentation

Organizational Development (10%)

  • Support recruiting, interviewing, M&E staff, data collectors, relevant to MEAL work
  • Project Design: closely work with the Program Manager, participating in needs assessments, and project identification;
  • Support the development, design, and writing of proposals and concept notes for projects;
  • Other tasks as assigned by the line manager

Location: Addis Ababa with 50% field engagement

Job Requirements

SKILLS AND QUALIFICATIONS:

  • Bachelor’s degree in statistics, Economics required, Master’s degree, in development management studies preferred
  • Minimum of three years of experience working in the field of monitoring and evaluation
  • Experience in planning and managing surveys, developing and refining data collection tools, and with data quality assessments and oversight
  • Ability to synthesize complex information and communicate it effectively to diverse audiences; ability to design and implement efficient workflows and procedures
  • Fluency in English; excellent written and oral communication skills, including facilitation and cross-cultural communication
  • Strong attention to detail, organizational. and time management skills
  • Willingness and ability to travel up to 50%
  • Computer proficiency in Microsoft Word, Excel, Access, PowerPoint, Kobo, SPSS, etc.
  • Proven success in designing, implementing, and operating M&E systems from project initiation to close out
  • Experience in project designing, planning and performance management, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans
  • Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies
  • Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines
