Background

Since 2006, the International Rescue Committee (IRC) has been working in Ethiopia with refugees and service providers to reduce risks to, and minimize the consequences of, gender-based violence (GBV) and to support individuals who have experienced such violence. IRC Ethiopia’s Community Wellbeing Initiative (CWI) provides quality case management and psychosocial support services for survivors of violence and works with and supports community members and structures to build their capacities to respond to and prevent incidents of GBV.

IRC CWI services include: assessment and contextual analyses, counselling, support, referrals, and enhancing local capacities through awareness-raising, training, and coordination. The IRC also implements programming for adolescent girls to increase their assets and resilience in order to more fully and equally participate in their communities. The IRC’s current adolescent girl programming includes a rigorous evaluation of a DFID-funded adolescent girl program being implemented in the refugee camp context in Benishangul-Gumuz Regional State, as well as an adolescent girl project implemented in Bensa, SNNPR. The IRC strives to systematically learn throughout the project cycle in order to create and sustain quality programming, and take effective and responsive approaches to scale.  

Scope:

The IRC is seeking a highly motivated individual for the position of CWI Monitoring and Evaluation, Accountability and Learning Manager. The CWI Monitoring and Evaluation, Accountability and Learning Manager will support program assessments, evaluation, research, collect and document program learning, develop/adapt training manuals/guidelines, document and internal capacity building activity throughout CWI programming. The ideal candidate has a background in GBV program monitoring and evaluation, and GBV capacity building, and demonstrates concrete research experience and high quality writing skills. This position will report to and work in close collaboration with the CWI Program Coordinator.

Responsibilities:

Ongoing CWI programming

  • Serve as liaison between Addis and field offices with regards to ongoing assessment, evaluation, research and learning agendas.
  • Organize tools and systems to completion all M&E activities for adolescent girls programming in the refugee camps, including tools to plan detailed fieldwork tasks and associated timelines and track progress on all activities.
  • Support adolescent girls programming team members to develop and implement work plans, ensuring that plans for sound monitoring aligned with IRC standards, quantitative and qualitative learning are factored into the plans.
  • Support internal cost-effectiveness studies as requested.
  • Provide regular updates and written internal reports/or review report - quarterly and as requested.

New CWI programming strategies and M&E tools

  • Support teams in designing and adapting M&E tools and trainings in relation to, and in conducting, effective GBV assessments, evaluations and research, including generating quality data and building capacity to write quality reports.
  • Create documentation systems for collecting, managing, and storing all CWI programming data, including paper-based data and electronic records. Assist with overview of GBVIMS trend analysis, quarterly, bi-annual and annual trend analysis summary.
  • Assist with the development of responsive and innovative strategies and approaches to enhance program impact with populations with low literacy.
  • Standardize Women and Girls Wellness Center (WGWC) guidelines based on lessons learned, and roll out in new programming for women and girls in accordance with age-appropriate and women’s and girls’ needs.
  • Standardize CWI program communication strategy and materials, ensuring language and content align with IRC strategy standards, terminology and related guidelines.
  • Support the enhancement, utilization, and taking to scale of participatory video as a monitoring and evaluation tool, including documentation of achievement and learning around this initiative
  • Support staff capacity needs assessment, design staff capacity planning, and support training delivery by utilizing existing CWI training resources and other up to date global GBV initiative and resources.  
  • Support Safe Programming team to review and update CWI tools/documents related to sector integration under safe programming and for the IRC country strategies action plan. 

CWI documentation of best practices and lessons learned

  • Build and maintain a deep understanding of all CWI activities including GBV prevention and response, safe space activities, adolescent girl programming, and related capacity building initiatives.
  • Provide high-quality direct M&E support to CWI programming, ensuring accurate indicators and targets are planned, tracked, and reported on in line with IRC monitoring for action standards and data platforms.
  • Support in designing tools and document initiative/resources to support the CWI contributions to country strategy action plan delivery.
  • Produce reports and facilitate other learning opportunities and dissemination forums as applicable.

Other activities

Support timely, quality inputs to funding proposals and projects report, including narrative, log frames, and activity; based on the program best practices, assessment, evaluation, and research reports, GBV trends analysis, and other learning from across the CWI program as requested.

At the request of the CWI Coordinator and Sr MEAL Coordinator take responsibility for miscellaneous tasks or projects not falling under responsibilities underlined in this job description

Reports to : Management in Partnership (CWI coordinator and Sr MEAL coordinator).  

Job Requirements

  • Master’s degree in Public Health, Social work, Research with a minimum of five years of relevant work experience.
  • Experience with the provision of direct services to GBV survivors, women and girls preferred
  • Experience with an international NGO in a similar role preferred
  • Excellent English written and oral communication skills are mandatory and among the most important qualifications sought for this position. Candidates will be asked to demonstrate English writing competency during the screening process
  • Knowledge of and practical experience in research and GBV program assessment and evaluation methodologies
  • Experience working with diverse teams
  • Excellent interpersonal and problem-solving skills
  • Proficiency in Microsoft Office, database management, and SPSS proficiency preferred
