Job Description

Responsibility: Payroll

 Aim: Accurate and reliable payroll data produced monthly

Benchmark: quality of monthly payroll data, compliance with TCENS for the staff Benefits inserted in the payroll sheet, reactivity and conformity with deadlines

Activities:

  • Prepare/initiate/ time sheet for the monthly payroll as per the specific project and /or HI requirement.
  • Prepare monthly payroll for Addis Staffs and provide support to Field office/Base office on the payroll issue while needed
  • Insert newly recruited staff in the payroll sheet on the monthly basis and follow up the payment of benefits like PF after probation period.
  • Arrange payments to staffs whose contract is on basis of  daily rate payment and follow up the accuracy of the attendance
  • Payroll payment documentations
  • Print the payroll once it has been validated by Support service coordinator
  • Prepare payment slip and print and make the staffs to sign right after the approved monthly payroll.
  • Prepare bank transfer letter for the net payment to individual accounts with Income tax and pension payment Bank order letter.
  • Prepare monthly payroll income tax and pension declaration form
  • Follow up tax and pension payment receipts and ensure transfer to the Finance team
  • Assist the remuneration system
  • By delegation of the HRM, participate in regular survey and benchmarking with other comparable organizations to track competitiveness and efficiency of HR policies, procedures and salary

 Responsibility: Benefits

Aim: Guarantee Allowances are in accordance with TCENS

Benchmark: correct and appropriateness of staffs benefit entitlement, conformity with legal provisions and internal procedures, adherence to deadlines

  • Administer all employee benefits programs during, after probation period and up on contract termination 
  • Monitor employee seniority allowance on the monthly basis and notify HR/Support Service coordinator for the change occurred in the month.
  • Receive employees loan application and liaison with Country Director through HR Manager for its approval or decline and give feed back to the employee
  • Check staff debt up on contract termination and advice HR manager to deduct from the final employee payments.
  • Initiate new staff Provident Fund Account opening and follow up its balance up date
  • Ensure the PF balance up dated and included in termination payment conformation by the staff.
  • Monitor the management of healthcare coverage and insurance
  • Guarantee that HI staff remains adequately covered at all times
  • Disseminate information to staff regarding medical and insurance cover

Responsibility: Annual Leave Management

Aim: Employee holiday managed properly

Benchmark: Employees leave managed properly, ensure leave has not been transferred without prior approval  and compliant with TCENS.

  • Collect and compile leave utilization plan of the employees twice per year during January and July months of the Fiscal Year.
  • Advice employees not forward his /her leave for more than a year.
  • Ensure medical certificate copy filed in the personal file of the employee in the event of absence for the reason of sickness and follow up the salary payment proration for more than a month granted sick leave

As this position might expose to sensitive/confidential information, such as salary, personal data, evaluation, HR decisions and contract issues, the payroll and Benefit Officer must be very discrete when speaking with the people inside or outside HI office. Non respecting this clause might have sanctions as a result.

 This job description can be updated during the duration of the contract, by an addendum signed and attached to this contract. By signing below, the employee signifies his/her agreement to the terms and conditions of this job description.

Contract: Duration: until December 2021 with the possibility of extension

Educational profile

University degree in HR or management, Economics or Accounting with HR practical exposure

Postgraduate qualification in relevant subject

Experience (type and length of experience required)

  • At least 3 year of experiences in INGO Administering Payroll and Benefits processes

Competencies (knowledge, capacities required for the post, see guidelines on post-related capacities):

  • Proven communication, interpersonal, representation and negotiation competencies
  • Methodological and organizational skills related to Payroll and Benefits
  • Good analytical and conceptual skills
  • High level of internal personal skills to handle sensitive and confidential situations
  • Strong computer skill(Excel, word, email(Out look)
  • Fluency in English

  • Capacity to work under pressure
  • Teaching/mentoring skills
  • Decision making ability
  • Ability to represent, liaise and negotiate at different levels.
  • Good communication spoken and written skills.
