Job Description

CONSULTANCY SERVICE to Design a Capacity Building Plan for a Local organization, AGAR ETHIOPIA, to improve Family tracing and Reunification Services for Unaccompanied minor Children (UMC) Returnees.''

Background

Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries throughout the world. DRC Ethiopia is implementing the Ethiopia Migration Program (EMP), a four-year FCDO-funded program to protect migrants from unsafe irregular migration through and from Ethiopia.

Objectives

EMP seeks to hire a qualified consultant to design a capacity building plan for a local organization, Agar Ethiopia, to improve family tracing and reunification services for unaccompanied minor children (UMC) returnees. The consultant will design and carry out an initial assessment of Agar Ethiopia’s technical and organizational capacity and identify gaps that are essential to Agar Ethiopia’s service delivery. The consultant will then, in collaboration with Agar Ethiopia, develop a capacity building plan that establishes clear, sustainable and achievable objectives for development and defines relevant EMP support. The consultant will also conduct the final assessment at the conclusion of EMP’s engagement with Agar 

The consultant will work under the direction of EMP’s Protection and Capacity Building Component Lead, and in close coordination with other relevant EMP technical and management staff, including the EMP Protection Coordinator, who will be seconded to Agar Ethiopia.

Location

Addis Ababa, Ethiopia (including site visits to Agar Ethiopia shelter facilities, if feasible under COVID-19 safety protocols)

Level of effort

This position will be a short-term role, with a mix of desk-based and, if possible, field-based activities. The maximum level of effort for this assignment is 20 days.

Expected Deliverables

The consultant will be expected to complete the following deliverables:

Capacity assessment

Develop an organizational capacity assessment tool, including relevant templates for conducting the assessment. The tool should define questions to investigate the following three levels of organizational capacity:

  •  The skills and competencies of individuals
  • The specific capabilities of an organization to carry out coordinated actions to deliver organizational goals
  • The wider institutional environment that may support or constrain an organization's ability to carry out its functions

Draft an outline of the proposed methodology for the assessment, detailing activities such as desk review, key informant interviews with Agar Ethiopia staff and other relevant individuals and site visits to Agar Ethiopia shelter facilities.

Conduct an assessment of Agar Ethiopia’s capacity to carry out family tracing and reunification, specifically for UMC returnees in two shelters in Addis Ababa – one for boys and one for girls.

Draft a brief capacity assessment report summarizing key findings from the assessment at each level of organizational capacity and providing recommended actions for capacity building support by EMP

Capacity development action plan

Develop EMP’s capacity development action plan template

Draft a capacity development action plan that details:

  • Key areas of capacity to be developed, including general categories and specific indicators
  • The organization's assessed current level of capacity and the desired level of capacity to be achieved
  • Capacity building activities to be implemented by EMP in collaboration and cooperation with Agar Ethiopia.
  • Each activity should include indicative dates for completion and EMP/Agar Ethiopia resources assigned to the activity

 Monitoring and final evaluation

In collaboration with EMP’s MEAL Team and in line with EMP’s log frame, develop a monitoring approach that captures outcome-level results of capacity building activities.

Conduct a brief final evaluation of capacity building activities that summarizes the sustainability of any achievements and areas for continued improvement by Agar Ethiopia. The final evaluation should also offer recommendations for future FCDO-funded activities to improve the quality-of-service delivery for UMC returnees, focusing on individuals, organizations and institutions.

Job Requirements

Requirement

  • A minimum of 10 years’ experience working in international development and/or humanitarian programming, with demonstrable experience working closely with local organizations and institutions.
  • Deep expertise in organizational development in the context of international development programming, including knowledge of best practices and sustainable methodologies for engaging with local organizations
  • Excellent verbal and written communications skills
  • Should be able to quality assure proposed actions, such as training and monitoring activities
  • Demonstrate experience designing and conducting capacity assessments of local organizations.
  • Experience working in Ethiopia and/or the Horn of Africa region is highly desirable.
  • Experience working on FCDO (DFID) programs is also a plus.
  • Bachelor's or Master's Degree in social work, sociology, psychology, law, international development or other relevant field.
