ORGANIZATIONAL CONTEXT

This job is found in Mekelle Sub Office. The Job holder report to a Head of Sub Office and Head of IT Unit or the designate.

At this level job holders are expected to demonstrate responsibility and initiative to respond independently to queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems daily. Job holders are expected to manage resources and coach and coordinate a team of support staff.

JOB PURPOSE

To deliver high-quality technical support, system, and data maintenance across a range of areas, to contribute to the effective delivery of IT services.                                                                                                                       

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Carry out system and hardware maintenance tasks, such as running specialized network monitoring and system protection, to ensure technology is running effectively.
  2. Monitor technology reliability, identify user needs, analyze data and produce accurate reports to recommend IT solutions to support informed decision-making.
  3. Resolve queries independently, escalating if required, to ensure that standard IT questions are answered, and accurate information is provided to staff.
  4. Provide standard technical training to end-users of commonly used technology and systems, to assist WFP staff in conducting their work.
  5. Provide guidance and training to junior colleagues in the delivery of IT support services to support the capacity building of staff.
  6. Support the coordination of new application implementation to provide WFP staff with the tools they need to perform effectively.
  7. Draft standard material such as end-user and technical documentation to ensure staff has access to required information about IT services and products.

KEY ACCOUNTABILITIES (continued)

  1. Implement improvements to methods and processes within the IT division to support the continuous improvement of IT services provided.
  2. Coordinate installation and maintenance of telecommunications systems and equipment, to ensure optimal services in compliance with standard operations procedures.
  3. Coordinate a team of IT staff to ensure individual and team objectives are met in compliance with all relevant regulations and policies.
  4. Follow set emergency response processes and procedures as required to provide support in enabling emergency food assistance needs to be met.
  5. Perform other duties as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has experience resolving more complex technical issues and can lead IT projects.
  • Shown experience in working with heads of units in defining requirements for functional areas.
  • Has to experience with the application of client services standards to resolve or escalate clients’ service problems.     
  • Has hands-on experience in planning, installing, and operating different types of networks.
  • Has experience with small different types of satellite terminal installation and operation.
  • Has experience in providing IT support to many locations concurrently, as the operations have many warehouse locations with IT infrastructure linked to the main office for corporate services access. Has experience in procurement and budget preparation process.                                                   

STANDARD MINIMUM QUALIFICATIONS

  • Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
  • Language: Fluency in both oral and written communication in English. Knowledge of the local language is added advantage
  • Experience: At least five years of progressively responsible technical experience some of which should be related to radio communications and telecom administration.
