Job Description

The purpose of the Program Coordinator (PC) position is to to ensure that design, implementation, monitoring and evaluation of all programs/projects are in accordance with CARE Ethiopia’s mission, strategic objectives and program approaches and to address underlying causes of vulnerability to poverty and poor health. The PC coordinates programmatic, financial, managerial and reporting requirements associated with all CO programs/projects to ensure CARE is in compliance with donor and Government of Ethiopia requirements. In collaboration with the CO technical team, she/he develops plans for enhancing field office capacity to carry out its development plan and to draw lessons for increasing program impact and sustainability. She/he establishes and maintains effective working relationships with key government partners and NGOs working in the same geographic areas. 

II. RESPONSIBILITIES AND TASKS

Job Responsibility #1 STAFF MANAGEMENT: 25%

  • Manages and supervises, leads guides and supports technical advisors based at the head office and project managers at filed offices (project implementation sites).
  • Ensures the development of key leadership, management, financial and administrative skills of direct reports to increase their capacity to develop and undertake major initiatives and assume larger responsibilities to further expand program/project impact and sustainability;
  • Supports the development of high performing teams at the program/project operational area level and ensures that appropriate procedures and policies are followed;
  • Completes all CARE performance management activities including: performance planning, monitoring, and annual performance appraisals. In consultation with the Program Director and HR Unit, takes appropriate personnel actions to address problems.
  • Works with SLT members to advance CO’s efforts in promoting and realizing diversity and gender objectives within the organization and programming.

Job Responsibility #2: Program Planning, Monitoring and Evaluation  25%

  • Leads/Supports the development of new program initiatives/project designs based on the program approach as well as lessons and evaluation results of previous projects. Support Field Offices to assess their program (and project) effectiveness, to identify program gaps and to develop concept papers, in coordination with the programs/projects/field offices, on critical interventions to advance efforts towards accomplishment of the CO LRSP;
  • Monitors and adjust strategies to maximize program quality and impact. 
  • Ensures that each Field Office/Program/project develops realistic and strategically focused annual program implementation plans which encompass existing commitments to donors and government, are oriented toward accomplishment of the CO LRSP vision and program goal, and are supported by individual operation plans of the field office senior management team/project staff; 
  • Works with FOs to ensure FO program initiatives progressively include communities and local organizations in participatory planning and implementation of development projects;

Job Responsibility #3: Program Implementation and Technical Support: 20%

  • Supports the development of detailed implementation plans (DIP) of each initiatives under the unit, ensuring quality and alignment with the program goals.
  • Works with Field Offices and Program Department staff to assess and identify technical assistance needs with regard to technical skills, supervision support, etc. for new and ongoing programs/projects;
  • Capacitates program staffs and FOs to mainstream and adopt organizational core values, policies, procedures and program approaches (e.g. RBA, GED, underlying causes of poverty, CI program standards and principles) are clearly understood and adhered to in the daily functioning of the field offices and that information to monitor program progress and organizational performance, including periodic audits, is collected and used for organizational learning, decision-making and reporting, and for promoting innovations;
  • Ensures that appropriate technical, administrative and financial support is provided by the respective departments and sections of the CO to enhance the capacity of the the programs/projects/field offices to effectively undertake and support program implementation with progressive degrees of decentralization and autonomy

Job Responsibility #4: Financial Management: 15%

  • Monitors budget utilization and sets systems to improve financial management and utilization of program budgets per plans and commitments made to donors and government, and that appropriate revisions and adjustments are made when needed;
  • Identifies needs and facilitates access to appropriate support and training by the CO finance to Projects/ Field Office to produce timely and accurate reports alerting management of low/high burn rates and proposing appropriate measures to improve budget utilization.
  • Lead the preparation of new project/program budgets under the unit.

 Job Responsibility #5: Networking and Learning:  10%

  • Establishes and maintain formal and informal communication mechanisms with government, community partners, donors and other stakeholders particularly with health and nutrition related sectors;
  • Ensures that reports are prepared and submitted to concerned parties, donors, counterparts and CARE members on time and in a professional manner;
  • Keeps up to date with developments in the program, including best practice examples in-country and internationally, and ensure ongoing personal development and learning;
  • Leads and participates in the documentation and dissemination of lessons learned.  

Job Responsibility #6: Perform other duties as assigned. 5%

III.  PROBLEM SOLVING (Thinking Environment)

While the incumbent will face all three levels of problem-solving, the biggest challenges belong to category number three. The reason for creating this position is to increase the program’s/project’s and Field Offices' capacity to think, analyze, plan and operate more strategically in terms of addressing the underlying causes of vulnerability and poverty. This will require better understanding and use of different tools and programming approaches for identifying, analyzing, prioritizing, implementing and evaluating those interventions with highest potential for increasing the target population's wellbeing and improving their health outcomes in a sustainable manner (interventions with highest potential for sustainable behavior change towards health behaviors and mitigating impacts of undesired outcomes). Development of leadership skills and enhancement of effective management and administration practices will be at the center of this position.

IV.  GENDER EQUALITY

  • The Project Team Leader will be responsible for ensuring that gender equality and diversity values are upheld in the recruitment, orientation, performance assessment and management of staff.
  • Provide adequate time to staff to participate in gender sensitivity workshops and related events.

V. QUALIFICATIONS (KNOW HOW)

A) EDUCATION/TRAINING

Required:

  • Master’s Degree in Public Health and relevant background and experience with health related programs and initiatives   

B) EXPERIENCE

Required:

  • Minimum of 5 years of experience in development and management of maternal and child health and nutrition programs
  • At least 2 years of Management Experience

Desired:

  • Significant exposure to projects involving networking and multiple partnerships, particularly related to heath issues, social determinants of heath, participatory governance and advocacy;
  • Working knowledge of programming with vulnerable and marginalized women and girls, and communities. 
  • NGO Experience
  •  International Experience with INGO is advantageous

C) TECHNICAL SKILLS

Required:

  • Proficiency in verbal and written English, proposal development, strategic and operational planning, budget planning and management, monitoring and evaluation, report writing;
  • Proficiency in standard office software package;
  • Demonstrated leadership ability to inspire and empower others;
  • Good interpersonal communication skill and ability to effectively liaise with government, community leaders and other stakeholders;
  • Firm belief in teamwork, gender equality, conceptual understanding of participatory approach and sustainable development.

Desired:

  • Knowledge of local languages;
  • Skills in organizing and facilitating training events;
  • Expertise in one or more of the following program areas: nutrition/health, water/sanitation, income generation, education or HIV/AIDS, especially with a rights-based approach (RBA) focus.

V. FREEDOM TO ACT

A) General Accountability:

The incumbent’s decisions are prime in terms of the daily functioning and operation of the field offices in programming, management, financial and administration areas; her/his decisions are contributory in terms of the CO's long term development focus and organizational polices and procedures.

The PC is the key decision maker in terms of staffing but requests and takes into account input from the SLT and Human Resource section.

B) Financial Accountability:  

The $ amount of the budget managed is $ 3 million cash per annum. 

The $ amount of signing authority for this position is single signature $ 15,000 and jointly up to $ 25,000. 

VI. CONTACTS/KEY RELATIONSHIPS 

The incumbent is expected to establish and maintain open and cordial relationship with regional and federal government partners, local government officials, donors and other development organizations working in the geographical area in order to obtain the required support and collaboration for the smooth coordination and implementation of program/project activities.

The PC is also expected to maintain good working relationships with CARE staff in other programs, projects and field offices and at the CARE Addis Ababa to promote and ensure complementary of development efforts and synergy of results.

VII. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED. 

The position is based in Addis Ababa. At least 35% of time is spent in the operational area and overnight trips are often required.
