Job Description

  • Work closely with SPIR II Learning partner, IFPRI, to develop and refine the learning agenda and to bring in relevant evidence and research to inform and refine the planned pilot tests, formative research and studies.
  • Lead and facilitate learning processes (including peer-to-peer learning, CLA pause and reflect events, etc.) within and between SPIR II implementing partners, regions, and technical sectors.
  • Enhance trust and a culture of learning, data visualization, data sharing/evidence dissemination and knowledge management to inform adaptive management strategies.
  • Document and share key SPIR II learning with other stakeholders and RFSA implementers.
  • Identify and network with other relevant learning or research platforms either within Ethiopia or globally, and link relevant SPIR II team members with these platforms or partners.
  • Lead the collaboration processes and communications with other partners (specifically the USAID food security and resilience portfolio), host-government initiatives, and private sector engagement.
  • Lead SPIR II's engagement and coordination with the Program Cycle Support (PCS) contract during the Refine and Implement (R&I) period.
  • Support the SPIR II senior leadership in the coordination and joint-planning with other humanitarian or development activities that are awarded in the same geographic areas.
  • Facilitate processes that distill and direct learning results into program adaptation and intervention refinement.
  • Synthesize learning from various sources (including SPIR II's own routine M&E data) and produce insightful data visualizations to inform decision makers and SPIR II stakeholders.
  • Foster evidence-based decision making and use of evidence across SPIR II teams and partners and ensure continued learning and knowledge application during the project life.
  • Together with support from communications staff, facilitate the development and dissemination of high-quality learning products (Learning briefs, case studies, reports, conference presentations, videos, etc.).
  • Oversee the creation and application of an efficient SPIR II knowledge management process and platform that facilitates easy contribution and access by SPIR II members and other stakeholders.

Support the MEL and Program team in producing high quality quarterly and annual reports which incorporate key CLA elements during the specified period.

Job Requirements

Qualifications: Education/Knowledge/Technical Skills and Experience

 Required Professional Experience:

  • Excellent leadership skills, with demonstrated ability to facilitate learning and knowledge sharing processes, establish and managing dynamic feedback systems to capture experiential learning and unintended consequences and foster collaboration across teams or organizations.
  • Familiarity with food security, health and nutrition and resilience programming in Ethiopia strongly preferred.
  • Experience supporting CLA in other USAID programs strongly preferred.
  • Experience in designing, facilitating and evaluating learning activities, across different areas, forums and stakeholders
  • Experience applying systems thinking to organizational improvement and adaptive management. 
  • Experience in conducting quantitative and qualitative field research, and experience working closely with universities and/or other research institutions.
  • Experience in knowledge management.
  • Excellent analytical, oral and written communication and presentation skills.

Qualification required:

  • An advanced degree (PhD or Master’s) plus a minimum of three years relevant work experience or a Bachelor’s degree and a minimum of five years relevant experience is required. Advanced degree demonstrating research skills is strongly preferred.

Preferred Knowledge and Qualifications:

  • Advanced knowledge of data analysis and visualization software including Stata and SPSS

Working Environment / Conditions:

Office based with travel to the field

Travel: 25% Domestic travel is required
