Job Description

Purpose of the position:

The SPIR II Oromia Regional Manager is responsible to lead and directly manage SPIR II WV implementation in Oromia, including overseeing program operations, managing budgets, and ensuring efficient and effective delivery of planned activities and services. The position holder will frequently interact with Oromia regional government line bureaus, implementing partner(s) and stakeholders. S/he will work in close coordination with People and Culture (P&C), finance, procurement, fleet, security and other departments in World Vision to ensure SPIR II team at all level receives technical and managerial support required for smooth program implementation.

Major Responsibilities:

  • Lead SPIR II WV regional program planning, implementation, monitoring and evaluation
  • Directly manage and support different departments and teams to effectively ensure on-time-delivery of planned activities, construction projects, and services in WV implementation areas.
  • Proactively address issues and find solutions to implementation challenges.
  • Contribute to accurate budgeting and closely manage all WV implementation budgets, addressing areas of under/over spending, and applying adaptive management techniques to conditions that change mid-year or new opportunities that arise.
  • Use a systems thinking approach to assess overall WV Oromia team functioning and inter-sectoral linkages, and identify areas for improved efficiency in coordination, communication, implementation, etc.
  • Support the regional and zonal level M&E to ensure quality implementation and develop relevant accountability initiatives in the field.
  • Leads timely recruitment of WV Oromia regional staff, handles performance management of direct reports and ensures positive and collaborative working relationships in line with WVE's Code of Conduct in collaboration with People and Culture Division
  • Support woreda level recruitment processes and ensure that relevant staffing structures are in place, are reflective of appropriate gender balance
  •   Identifies staff capacity gaps and facilitates capacity building plans
  •   Leads all staff meeting events at region, zone and woreda levels
  • Ensures staff are equipped with all required tools and well aware of WVE and SPIR II program strategic directions
  • Actively engage Oromia regional line bureaus and stakeholders in SPIR II Memorandum of Understanding establishment, periodic reviews, evaluations and joint monitoring platforms
  • Ensure program implementation and government reporting are in accordance with government guidelines and WVE policies, and USAID
  • Represent SPIR II program in regional coordination meetings with government offices, NGOs and other stakeholders
  • Strengthen relationships between SPIR II implementing partners and authorities at region, zonal and woreda levels, enabling smooth program implementation
  • Ensure the woreda and zonal level SPIR II program offices have healthy partnership and provide support wherever gaps are identified
  • Ensure a strong coordination with the CARE Oromia Regional team both in terms of joint engagement with government partners and institutions, and joint-planning and technical support for SPIR II implementation in Oromia.
  • Together with finance team, directly support woreda and zone manager's financial management including budget management, and spending analysis and revisions. 
  •  Ensure compliance with WV, SPIR II and donor financial guidelines and policies
  • Support internal and government evaluations
  • Perform periodic field support visits and ensure strong internal control systems are in place
  • Closely work with the logistics team for effective supervision of fleet management
  • Provide guidance to the logistics and support staff at region level
  • Leads procurement plan development and ensure timely revisions when needed
  • Weekly review procurement status and expedite SPIR II procurement plans
  • Ensures timeliness and process of capital construction bids are in line with WV procurement procedures and USAID/BHA policy
  •  Actively monitor food assistance management: transportation, warehousing and distributions. 
  • Ensure the timely and quality delivery of WV quarterly and annual project reporting internally to MEL team.
  • Ensure timely and accurate WV Field office financial reports are submitted according to schedule.
  • Network with WV regional security persons and make sure all staffs receive updated information regularly for timely operational decision
  • Ensure security focal points and staffs (as needed) receive proper security training
  • Assist woredas/Zone to develop, revise and update their security plan

Support the zonal/woreda offices to develop security contingency plan to minimize security risk from unforeseen incidences.

Job Requirements

Qualifications: Education/Knowledge/Technical Skills and Experience

 Required Professional Experience:

  • Minimum of 10 years' experience from which at least 3 years working with similar senior management responsibilities as a part of USG-funded programming
  • Demonstrated capacity to lead a team with similar scope of work
  • PSNP-related work experience, preferably with a USAID or other donor-supported program preferred
  • Experience in managing multi-sectoral programs (Ag/Nutrition) with strong capacity building programming preferred.

Qualification required:

  • MBA or BA/BSc or MA/MSc in Agriculture, Development, Social Sciences, or other relevant field

Preferred Knowledge and Qualifications:

  •  Strong knowledge and working understanding of PSNP and USAID Food Security and Resilience programs
  •  Excellent partnership, communication and advocacy skills and the ability to interact effectively with donors, collaborating agencies, local and government partners
  •  Excellent organization and planning skills and ability to resolve problems constructively
  •  Computer literate, with strong knowledge of MS Office applications,
  •  Flexibility, persistence, and ability to work well in a multi-sectoral team
  •  Ability and willingness to travel to areas with fragile security situation.  

Working Environment / Conditions:

 Office based with travel to the field

Travel: 25% Domestic travel is required
