About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience.

 Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices.  Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.

I.   Summary of position

  • Water committee creation and training
  • Capacity building of CWCs and authorities
  • AWD and WaSH monitoring in the region
  • Representation
  • Follow up program activities
  • Develop different designs of WASH components and supervise all contracted out construction sites/projects.

The Construction Supervisor role’s purpose, engagement and delivery is:

Purpose (The substantive focus of the job encompassing scope, depth and difficulty of work both conceptual and applied)

Objective 1: Responsible for the overall implementation of the WASH technical activities (water sources rehabilitation and development, construction activities, etc)

  • Conduct need assessments and propose relevant technical solution to the needs identified, 
  • In collaboration with WaSH team conduct feasibility study prior to project implementation, 
  • Data collection and mapping through GPS;
  • Conduct on site surveying data collection, data analyzes and hydraulic parameters calculation.
  • Design appropriate spring development capping structures, shallow boreholes, deep borehole motorized schemes, pressure and distribution main pipe works, different capacity concrete and masonry reservoirs, water collection points, pumps, generators, generator houses, valve chambers, anchor blocks, washing basins , rain water roof and ground catchments,…etc and different water sources rehabilitation and constructions in collaboration with stakeholders;
  • Prepare detailed construction specifications, bill of quantities, and engineering project cost estimates for different WaSH sub-contract projects;
  • Implement and follow up the implementation of different WaSH technical interventions, respecting existing guidelines (National Guideline, ACF, etc).
  • Prepare different WaSH constructions sub-contract tender documents;
  • Support and supervise contractors working on ACF technical activities
  • Facilitate construction site hand over, routine construction supervisions, conduct take off measurement, prepare payment to executed works, take over completed WaSH projects and hand over to CWCs and woreda authorities in collaboration with woreda stake holders and CWCs.
  • Contribute to and asses continuously the projects follow-up methods and propose improvements,
  • Conduct regular follow-up and monitoring of the projects progress.
  • To ensure harmonization, follow up of the databases, data analyses as well as activity indicators
  • Design and adapt construction activities to SNNPR context
  • Develop ACF understanding of constructions and other related issues in SNNPR context, with special emphasis in project sites
  • Participate and facilitate the on time implementation of water quality, sanitary survey for completed and undergoing WASH program construction activities and analyses
  • Mapping of the water points implemented by ACF in the region for better planning.
  • Facilitate and conduct visibility installation and erection at WASH programs intervention areas.

Objective 2: Capacity building of authorities and CWCs established at intervention areas.

  • Identify training needs and gaps to conduct relevant training to authority staffs. CWCs, water schemes care takers,
  • Facilitate and distribute different logistical support and kits to authorities and to CWCs.
  • Facilitate the establishment and functioning of spare part outlet workshops and follow-up the progress and support for functionality

Objective 3: General Situation analysis  

  • To contribute to on–going surveillance of general situation in the zone or region
  • To complete assessment, when needed
  • To regularly monitor the AWD outbreak/prevalence in the target area and to report to coordination team

Engagement: (The focus of interaction both internally and externally needed to deliver a service seek collaboration and build effective partnerships)

Objective 4 : Ensure internal and external coordination and representation 

  • Represent ACF in the field with local authorities, contractors, and other stake holders when needed.
  • Attended WaSH taskforce meeting at regional level when needed
  • Participate in internal and external coordination meetings when needed
  • Conduct need assessments and propose relevant technical solution to the needs identified.
  • Participate and represent ACF-WASH department in different technical group works to gather with other partner consortium NGOs.
  • Provide technical and professional support to partner authorities and other partner NGOs when needed. 

 Delivery: (The focus on the execution of the work and the role on the team for supporting business/operational functions in terms of timeliness and quality)

Objective 5: Reporting

  • Weekly and monthly reports
  • Draft quarterly report
  • Assessment and visibility reports
  • Report of internal and external coordination, participations, celebrations, workshops, trainings.,etc. 
  • Report relating to technical designs and implementations
  • Capitalize the WaSH information of the department and the program intervention areas
  • Regularly reporting an input to DPM and PM on project performance

V. Physical Demands 

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. VII. Required Qualifications and Professional Experience

  • BSC degree in Water resources, Hydraulic or Civil engineering, with a minimum 3 year of experience (NGO related experience is advantageous) in WASH program field both in development and emergency situations or Advanced Diploma in water resource, Hydraulic or Civil engineer with a minimum of 6years of working experience. 
  • Extensive experience in WaSH components Study, Design, Implementation, Contract administration, Construction supervision, Managing contractors, Preparation of take-off sheets, Measurements and Payment certificates, and practical exposure on drilling of shallow and deep wells, spring construction is desirable. Previous exposure on emergency WaSH, Gender and HIV/AIDS mainstreaming is appreciable.   

VIII. Required Skills & Competencies

  • Knowledge of national and international WaSH standards, good experience on construction supervision and contract administration,
  • good experience on assessment tools and knowledge of different participatory hygiene and sanitation promotion approaches and tools,
  • water quality monitoring,
  • report writing and team management,
  • Good communication with staffs,
  • Flexibility, with stand stress,
  • Computer skills (Word, Excel, power point, etc.) Auto Cad, GIS and GPS application.
