About the Department of Foreign Affairs and Trade (DFAT)

The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high-quality overseas aid program and helping Australian travelers and Australians overseas.

The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian Government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.

About the position

Under direction, the Progam and Policy Officer are responsible for supporting the Embassy's management of Australia's relationships with countries of accreditation, the African Union (AU) and UNECA as well as reporting on pan-African issues and priorities including COVID-19, trade, development and peace and security. The Officer will also support the management of the Embassy's small grants program.

The key responsibilities of the position include, but are not limited to:

  • Research and report on political, security and economic affairs in countries of accreditation, particularly the Central African Republic and Djibouti
  • Report on COVID-19 developments in counties of accreditation and multilateral institutions such as the Africa CDC and WHO country offices
  • Establish, develop and maintain strong working relationships with a range of key internal and external stakeholders to support Australia’s relationships with the AU/AUC and UNECA and report on key economic, development and political issues arising
  • Represent and promote the interests of Australians at a range of forums, events and meetings and provide advice on Australian participation, operational and policy issues
  • Manage the Embassy’s small grants program, including all financial records, arranging payments, and the design and implementation of the program and selected projects
  • Manage and evaluate the Embassy’s small grant projects, including field visits in all countries of accreditation as required
  • Support the management of the Australian NGO Cooperation Program (ANCP) under the direction of the Senior Program Manager
  • Contribute to communication materials, social media content, and events aimed at raising awareness of Australia’s development assistance and other activities in countries and organizations of accreditation
  • Manage financial and other document storage, in line with departmental guidelines and requirements
  • Prepare briefings, and assist with visitor programs, events, and other projects
  • Perform other duties and backup as required

Qualifications/Experience

  • Tertiary qualifications or equivalent knowledge/expertise in a relevant discipline such as international relations, international development, or political science
  • Excellent written and communications skills in English. French, Amharic and other Ethiopian language skills are desirable
  • Strong program management skills, including financial and records management
  • Well-developed interpersonal and networking skills, including flexibility and adaptability
  • Proven organizational and project coordination skills, and ability to handle multiple tasks and prioritize effectively to meet deadlines
  • Ability to operate effectively within a team and across teams
  • Strong IT skills, including an understanding of social media and other communication platforms

 The salary level and Medical Program

  • Salary is paid on the last working day of the month
  • There are salary increases each year from 1 July and the top range (after 5 years of employment) is ETB 25,931 per calendar month
  • The Embassy salary structure does not include a 13th-month bonus
  • Employees are responsible for paying any income tax due to the Ethiopian Government
  • In addition to the salary package, the Embassy also offers an attractive medical benefits package
