About Finnish Refugee Council
Finnish Refugee Council (FRC) (www.refugeecouncil.fi) is an international non-governmental organization with Head Office in Helsinki. FRC advocates for the rights of refugees, displaced populations and migrants, and supports their new beginning. By reinforcing equality and creating opportunities for everyone to lead a good life, FRC promotes the establishment of stable and peaceful societies.
FRC has been registered in Ethiopia and accorded legal personality with Registry Number 4184 on 11th of June 2019 as a Foreign Organization. FRC currently has an office in Addis Ababa and a field office in Gambella. FRC’s first project on functional adult literacy started in late-2020 in Jewi camp in Gambella and the second project was recently launched in August 2021, expanding the operations in Gambella region.
Background
FRC has earlier in 2021 commissioned a consultancy for the development of salary scale and benefit package suitable to its size and operations and basic HR policy and organizational structure have been developed with matching roles and descriptions. A draft for a HR manual has been developed in Ethiopia, and fully developed HR manuals exist in the larger organization (Finland, Uganda and Myanmar).
Objective of the Assignment
FRC Ethiopia is now seeking for a qualified individual consultant or company to lead the completion work of FRC’s HR Manual development to meet the needs in both the country and field office, and ensure that the manual follows the Ethiopian labor law and FRC in global. The selected consultant/company will also conduct a job evaluation and analysis to match the jobs against the current salary scale in use at FRC in its current operations but also keeping in mind the envisioned growth in operations in the future. The objective of the assignment is to have a functional and appropriate overall HR Manual and competitive organizational structure in use at FRC Ethiopia at the end of October 2021.
Details of the work and tasks to be delivered
The work to be and tasks to be delivered are to 1) complete the FRC Ethiopia HR Manual and 2) conduct an evaluation, analysis and actionable recommendations of the job descriptions against the organogram and salary scale.
The consultant’s role is to lead the process to its completion. The consultant will be closely supported by the FRC Country Director and FRC Finance and Administration Manager who will provide the consultant with all the needed information for the completion of the work.
Payment Schedule
Payments will be based on the deliverable, and will be made in local currency, within 10 days upon delivery and FRC’s satisfactory review of service specified in the Terms of Reference.

Support provided by FRC
The consultant is expected to work closely together with the Country Director and the Finance and Administration Manager throughout the process and according to the schedule that will be agreed at the beginning of the consultancy.
Timeline
The assignment should be carried out within 20 working days to the agreed timeline at the beginning of the assignment but by 31 October 2021.
