KEY AREAS OF ACCOUNTABILITY:

ROLE PURPOSE: The woreda program coordinator for School readiness for the ‘O’ class children project. The woreda Program coordinator is principally responsible for providing day-to-day oversight, quality assurance, and technical assistance for district and community level activities and the project’s coordination and partnership with Woreda Education Officers (CEOs) as well as with other local government partners. Reporting to the school Readiness Program regional coordinator. S/he will be responsible for the successful, timely monitoring of the school readiness project implementations plan in the target woreda in collaboration with zonal and Woreda partners. S/he will lead the woreda level School readiness for ‘O’ class in developing quarterly and monthly plans according to the budget, and feeding into school Readiness zonal and regional level planning and reporting processes. 

The coordinator will plan; budget, implement, monitor, and report on the project for children age 6 in the respective areas facilitators, government partners in the project intervention woredas for smooth and effective implementation of the project. S/he is responsible for documenting best practices and case stories that would help for sharing the achievement of ELM to others and scaling up innovative ideas in other areas in the country. She/he will document relevant data for substantiating the narrative report.

Reporting to the Zonal Coordinator. S/he will lead and coordinate the implementation team of woreda education offices. S/he will be responsible for the successful, timely implementation and monitoring of the School Readiness program implementation plan in woreda in coordination with zonal and Woreda government partners. S/he will lead the woreda Level School Readiness for ‘O’ class program team in developing quarterly and monthly plans according to the budget, and feeding into zonal and regional level planning and reporting processes. 

KEY AREAS OF ACCOUNTABILITY:

Project-implementation and monitoring

  1. Coordinate the woreda level execution of the School Readiness project annual implementation plan in SNNPR, in cooperation with the ZEDs, CEOs, and other stakeholders.
  2. Ensure the Woreda level programming targets are being met, and report discrepancies and changes up to the regional coordinator.
  3. Prepare quarterly and monthly plans, aligned with allocated budget and programming targets.
  4. Ensure Woreda level responsibilities execute in line with regional office expectations and schedules.
  5. Identify opportunities for public-private partnerships.

Partnership with CEOs and CEOs and other Zonal and Local Stakeholders

  • Lead relationship building with Woreda leadership.
  • Conduct orientations and training of WEOs, WCYA, and ‘O’ class facilitators.
  • Follow up and provide support to ‘O’ class facilitator’s implementation of project activities. 
  • Project deliverables including regular program reporting and annual work plan development.
  • Participate in annual work plan development, developing work plans in conjunction with zonal, woreda, and School stakeholders.
  • Provide inputs into regular reporting on the project progress and success related to areas of responsibility, to be incorporated into project reports.
  • Participate actively in yearly budget planning concerning donor approved budgets and project proposals;
  • Prepare and conduct ‘O’ class facilitators and community training on ELM methodology.
  • Develop and communicate the project-monitoring plan with ‘O’ class facilitators, pertinent Government stakeholders, and line managers.
  • Prepare and communicate procurement requests, ahead of time;
  • Provide technical support, including coaching to ‘O’ class facilitators ahead of problems take place.
  • Ensure stationery and related print reach creation materials are distributed and used properly at ‘O’ class centers.
  • Represent Save the Children in relevant ‘O’ class woreda level forums, technical discussions, and meetings.
  • Closely follow up and provide technical support for ELM scaling up at intervention Woreda level.
  • Collect data related to IDELA and QLE assessment, baseline, and end line for the project;
  • Support final evaluation of the projects and gather feedback from O class facilitators;
  • Using appropriate M&E framework and tools, periodically monitor the status and progress of achievement of school readiness project objectives and outcomes in each woreda;
  • Collect, document, and report relevant data, success, and case stories on achievement of the project;
  • Prepare periodic and quality reports and timely submit for line manager
  • Monthly basis produce complaints received and managed and report to line managers;
  •  Prepare and submit regular activities achieved on child participation in project implementation, monitoring and evaluation and report to line managers;
  • Undertakes additional assignments, as the need arises, pertinent to the successful completion of the project.
  • Support team to conduct orientations and training of ZEDs, CEOs, and cluster-level staff.
  • Coordinate, support, and provide technical assistance for Sustainability and scale-up of School Readiness program activities into non-target woredas and schools.

  • Provide inputs into regular reporting on the project progress and success related to areas of responsibility, to be incorporated into project reports.

QUALIFICATIONS AND EXPERIENCE

Essential

  • Bachelor’s degree in Educational or related field, and a minimum of five years working experience in the education sector particularly in preschool programs.
  • Experience working on donor-funded education projects in a pre-primary school role
  • Experience leading and overseeing teams Pre-primary school facilitators
  • Preferably has skill in Emergent Literacy and Math;
  • Experience supporting community mobilization projects and/or projects targeting community and school-level stakeholders
  • Demonstrated ability to work successfully with CEOs and woreda-level government partners and stakeholders.
  • Fluent in speaking, reading, and writing English and Amharic, as well as fluency in the local language in the area (Sidaamu Afro)
  • Experience working in government education offices

Good computer skills (particularly Excel, Word, ppt, and database)

Desirable

  • Master’s degree in Educational Leadership or related field

Experience working in Regional, Zonal, and woreda level government education offices/NGOs working in the same operation areas at zone/woreda level.Other Requirement

  • Willingness and ability to travel a minimum 60% of the time to target schools, woredas, and zones.
