KEY AREAS OF ACCOUNTABILITY:

ROLE PURPOSE: The MEAL Coordinator will be responsible for guiding according to the developed participatory monitoring and evaluation systems for the School Readiness for ‘O’ class program activities. The MEAL coordinator is expected to provide technical support in the MEAL system by implementing a School Readiness for ‘O’ class program M&E at the Regional level. S/he is responsible to provide training to concerned program staff on the use of the M & E system; conduct rapid assessments and trend analysis of the field-based project to monitor project activity and produce reports to regional and School Readiness for ‘O’ class program head office. 

Moreover, he/she will support Zonal, woreda, school-level technical staff in project areas to improve their M&E systems, through capacity building and technical advice and support. The Coordinator in collaboration with the program manager, respective technical officers in the Hawassa Area field office by manages and administer all School Readiness for ‘O’ class program-related baseline survey starting from data collection, compiling of data, and write reports accordingly. She/he will develop field staff capacities to employ a learning approach to their work. She/he will also be actively involved in promoting learning through documentation of lessons learned and developing approaches for community analysis and utilization of data for decision-making. As part of the assignment, the Coordinator is expected to support relevant technical field staff in gathering information that could help in preparing a professional report in respective areas. As required from time to time, she/he will support the design of follow-on and/or complementary projects by ensuring lessons and ideas are documented and conceptualized throughout the project interventions.

KEY AREAS OF ACCOUNTABILITY:

MEAL Area Coordination and Guidance

  • Monitor, all project activities and progress towards achieving the project output; the overall MEAL system for the project against specified results.
  • Strengthen data collection and analysis tools and processes. Review and revise project MEAL tools, as needed
  • Recommend further improvement of the project implementation and performance
  • Oversee, data collection to ensure high-quality results for learning and donor reporting – both at the field and national level.
  • Coordinates the field level community participatory monitoring and evaluation, reflective practice, and impact measurement; Document, findings on project activities and innovations, including lessons learned.
  • Oversee and support zonal and woreda staff during the implementation of project-related surveys and assessments.
  • Conduct capacity assessment on existing monitoring and evaluation system and develop indicators and a monitoring strategy for the project;
  • Organizes periodical ongoing field office level review, reflective practice, evaluation, and progress monitoring
  • Manage and conduct overall data collection and analysis processes of all project indicators.

           MEAL System Development and Management

  • Ensure well establishment and functionality of MEAL system across the project field office at ZED and WEO level. 
  • Ensure that regular monitoring/MEAL reports are delivered and communicated effectively to Hawassa Field Office and other relevant bodies in the national office.
  • Provide feedback to the Regional Program Manager on project strategies and activities;
  • Suggest strategies to the Regional Program Manager for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
  • Provide inputs, information, and statistics for monthly, quarterly, annual, and other reports to Program Manager and Management Team;
  • Participate in the quarter, bi-annual, and annual project reviews and planning workshops and assist the Program Manager in preparing relevant reports;
  • Manage and monitor the project database(s) and pro-actively track data flows and accuracy of all performance indicators established in the performance monitoring plan

                 Learning and Knowledge Management

  • In close collaboration with project team facilitate in generating, storing, and sharing knowledge (most significant change story, meta-analysis, research/evaluation summary reports, etc).
  • Ensure utilization of learning and knowledge generated in decision making and School Readiness for O class project improvement

 Technical support and capacity buildi 

  • Develop a repository of tools, guidelines, and reference documents for M & E and/or that may be used, and are easily accessible to regional staff and external audiences
  • Ensures all the required data related to School Readiness for O class program are well captured in the indicators.
  • Works with the relevant staff to ensure that the School Readiness for O class program implementation data is properly captured, analyzed, and used for program improvement.
  • Reviews the completeness, accuracy, and timeliness of data reported from the SNNPR team.
  • Conducts regular field visits to strengthen the data management at these projects in the Field-office.
  • Develop technical capacity in the area of M & E for School Readiness for O class program regional project staff as required
  • Be a visible leader in strengthening M & E for capacity building and being an advocate for effective capacity-building approaches for regional staff.
  • Coordinate and provide technical support for sustainability and scale-up of program activities into non-target woredas and schools.

QUALIFICATIONS AND EXPERIENCE

Academic Qualification

  • BSc Degree in Statistics, education, Sociology, educational planning or socio-economic development

Work Experience

  • Minimum 5 years of experience in management and leadership of development projects in the education sector (INGO work Experience)
  • At least 4 years of experience in the development of M & E systems
  • Comprehensive understanding of the education sector in Ethiopia; Successful work at various levels in the Ethiopian Education System
  • Experience with Donor-funded projects preferred 

Skills and Abilities

  • Strong analytical, planning, forecasting, and research skills
  • Proven record in negotiating diplomatically
  • Excellent coordination, supervisory, and interpersonal skills
  • Knowledge and understanding of technology, research, new trends, and latest innovations
  • Have strong computer background in Microsoft Access, Database Management and strong analytical experience in SPSS, and other statistical software
  • Must possess excellent spoken and written English language skills, Sidamau Affo, Halabisa, or Gedeoffa

Other Requirement

  • Willingness and ability to travel a minimum 60% of the time to target schools, woredas, and zones.
