Duty station: SPIR II Consortium Office

Strengthen PSNP Institutions and Resilience II (SPIR II) is an anticipated 5-year USAID/BHA funded Resilience Food Security Activity (RFSA) led by World Vision and including consortium partners CARE, ORDA and IFPRI. World Vision and its partners will create a strong, shock responsive ecosystem of public, private, and community level actors to support PSNP households to graduate from poverty and sustain income and food security gains in 17 targeted woredas in Amhara and Oromia regions. Building from key formative and research studies during an initial refinement period, SPIR II will use continuous learning to drive program level reflection, analysis, and adaptation.

Purpose of the position:

The SPIR II Food Assistance Compliance Coordinator will take the responsibility of planning, implementation, monitoring and evaluation of compliance management plan to ensure the food assistance transfer standards are maintained at all levels. The position holder will maintain the level of standard of food assistance delivery in accordance to World Vision food assistance manual, World Vision compliance response mechanism, donor requirements and standard operating procedures including environmental compliance. The Food Assistance Compliance Coordinator will provide expert support in ensuring and implementing program accountability and compliance to USAID and SPIR II requirements in program intervention. The coordinator will ensure program accountability and compliance to donor and organizational standards / requirements in context to SPIR II operation. S/he will also build the capacity of implementing partners in terms of technical skill transfer and ensure the operational compliance across all actors.

Major Responsibilities:

Food Assistance Compliance Planning and Implementation 

  • Plan and implement compliance activities to ensure program accountability is ensured, requirements are met and result are delivered as per food aid / food assistance humanitarian principles, standards and procedures.
  • Supervise standard food assistance operational procedures are implemented in operational areas of SPIR II food assistance.
  • Support in improving monitoring systems, revise tools and mechanisms to establish quality commodity management in terms of warehousing, documentation, overall commodity flow and food transfer.
  • Ensure planning of compliance activities at all SPIR II program operational areas at each implementing partner’s level.
  • Lead effective compliance / monitoring joint plan and implementation according to humanitarian core standards and principles to ensure that resources can be transferred to program beneficiaries appropriately.

Coordination and Collaboration.

  • Closely work with SPIR II food assistance management team, implementing partners, and food assistance technical team to improve and enhance food assistance transfer compliance to standards through supporting in the development and implementation of standard operating procedures.
  • Lead Compliance and Food Assistance Monitoring TWG and represent food assistance management on any food assistance monitoring and compliance related meetings.
  • Lead compliance works in cooperation with food assistance management, food monitoring, and compliance team and field offices.
  • Ensure all stakeholders’ engagement in the process of food assistance management and transfer to ensure program accountability is effectively and transparently delivered. 
  • Ensure implementing partners are supported on any technical aspects might needed and all monitoring and compliance works are supportive and result oriented.
  • Coordinate with partners’ level compliance personnel for effective compliance plan implementation and risk based monitoring is conducted and findings are properly and timely closed.

 Performing Compliance Activities and Reporting

  • Plan, and conduct field visit to verify evidences and close open findings reported through regular live food distribution observations, end use check, and post distribution monitoring.
  • Plan and work closely with the commodity team to ensure food assistance transfer implemented in compliance with USAID requirements, World Vision International standards in food programme and minimum standards set by humanitarian world.
  • Review and discuss findings observed by food monitoring team and prepare a follow up matrix sheets for follow up to close findings in timely manner.
  • Carry out planned and random monitoring field visits to Food distribution points and warehouses to ensure compliance with set rules and procedures.
  • Engage in ensuring proper marking and branding requirements are implemented in all SPIR II target Woredas.
  • Ensure good communication about monitoring reports and follow up sheets (with evidences of closing the findings) are kept consistently and in the most organized manner.
  • Working on action plans with food assistance team, Field Offices, Commodity Supervisors, Distributors and Storekeepers in closing findings, and documentation on the statuses. Develop and use different tools such as checklist, to be used in all FDPs in order to ensure and enhance the compliance standards.
  • Active representation in any risk monitoring meetings and compliance sessions like technical working group.
  • Ensure that compliance activities are carried - out to the required level and standard and quality compliance activities accomplishment reports are timely produced, compiled and shared with all concerned bodies.

 Capacity Building and Supervision

  • Build and develop the capacity of the field staff in commodity management an implementation standards to ensure compliance is sustainably and effectively maintained.
  • Support on recruitment of monitoring, warehouse staff, and contribute to performance management of those staff and ensures positive and collaborative working relationships in line with WVE’s Code of Conduct in collaboration with SPIR II food assistance management.
  • Identifies commodity staff capacity gaps and facilitates capacity building plan.
  • Lead and support regular team meeting to review program progress and facilitate lesson sharing sessions.
  • Engage and ensure that appropriate tools like monitoring and warehouse staff performance management, coaching and mentoring are practiced within warehouse commodity management team to enhance smooth staff relations and ensure accountability. 

Job Requirements

Qualifications: Education/Knowledge/Technical Skills and Experience

 Required Professional Experience:

  • 3 - 5 Years of experience in food assistance / food programs, disaster mitigation and development related fields with a minimum of 2 years’ experience on food aid / food assistance monitoring or compliance coordination works.  

Qualification required:

  • Master' or Bachelor's Degree in Food Science , Agricultural Economics, Business Administration / Management, Accounting, Disaster Management, Agriculture and related fields.

Preferred Knowledge and Qualifications:

  • Strong knowledge and working understanding of PSNP and USAID/BHA Food Security and Resilience programs
  • Demonstrated capacity on commodity monitoring and compliance team coordination
  • Experience in food assistance programing, Grants/project management, Market assessment and Analysis, Cash transfer programing, food aid monitoring and report writing.                            
  • Good understanding of humanitarian standards and core principles
  • Good knowledge of local context
  • INGO experience
  • Ability to work in high tension and high security risk situations
  • Ability to work in and contribute to team building environment

 Working Environment / Conditions:

  • Office based with travel to the field
  • Travel: 50% Field
