Job Description

The role of Management Information Systems (MIS) Senior Specialist is to lead, manage, information systems in CARE to ensure high quality digital systems of data storage, acquisition, retrieval and sharing. She/he is responsible for the preparation and sharing of guidelines, to ensure quality data is acquired and stored across the CO. The Senior MIS Specialist will lead and advise all programs, program Support and Finance unit in digitizing their systems to ensure maximum security and reliability. S/he will work closely with various functions within the CO to ensure consistent protocol for data gathering and reliability.  

 Objective: The purpose of the Senior Specialist – MIS is to provide overall leadership on MIS management related technical and capacity building supports to CARE Ethiopia’s CO. The position holder will lead the digitization of all program/program initiatives including VSLA and SAA initiatives, impact measurement and knowledge management through the different program portfolios. The MIS specialist will be leading the MIS scope of work that includes creating, overseeing, developing and maintaining CARE Ethiopia’s VSLA MIS system, impact measurement systems, knowledge management and strategic and operational data and its systems for recording, analyzing, retrieval and evaluation. The Senior MIS Specialist will work with Senior MEL Advisors to ensure all outcome and impact data are properly captured and shared with CO program staffs. The Senior MIS specialist will lead the CO effort to digital data is centrally kept in a repository for proper storage and retrieval of knowledge systems. The position holder will also lead any capacity building activities aimed at strong reporting and analytical skill is developed in the CO to LDM/MEL and other staffs responsible for the task.

RESPONSIBILITIES AND TASKS

Job Responsibility #1: Leadership & Facilitation of quality data to CARE Impact/outcome and CI level reports:

  • Lead the aggregation of quantitative evidences of changes at the CO’s program in line with CARE’s 2030 vision, SDG, GTP, etc.
  • Lead the digital data collection and qualitative summary from every evaluations and research’s conducted by CARE and partners
  • Development of data collection, analysis, and visualization tools (STATA, SPSS, KOBO, Atlas) and train LDM/MEL & program team
  • Work closely with Senior MEL advisor to ensure that all CARE Ethiopia impact and reach data and information are quality and reliable.
  • Establish a mechanism for maintaining data sets for all evaluations and research studies and use these for further analysis.
  • Lead the digital data acquisition, storage and retrieval across the programs (Under all impact groups) in the CO.
  • Propose design of information system tools and ensure implementation with LDM/MEL staffs
  • Continuous management and update of different MIS knowledge management and systems of the organization
  • In conjunction with IT and other department, responsible for triggering updates and providing content changes for updates to the CARE Ethiopia website.
  • Responsible for the establishment and maintenance of MIS systems for the CARE Ethiopia
  • Ensure the proper functioning of all MIS tools
  • Conduct periodic data quality assurance at CO levels with LDM/MEL staffs
  • Propose strategies to increase data use and demand amongst staffs
  • Manage data harmonization among programs in line with CARE’s 2030 vison
  • Analyze and interpret MIS data regularly and share findings
  • Advise the CO in its effort to going live for data management and storage

Job Responsibility #2: Support/Advise the CARE Ethiopia MEL-Work with Impact measurement and LDM

  • Provides capacity building to CO MEL (Monitoring, Evaluation and Leading) advisors on digitalizing the CO data
  • Lead the capacity building for all MEL staffs to capture digital quantitative evidences for project specific outcomes generated from project evaluations efforts.
  • Lead the establishment of CO beneficiary tracking; number of individuals that CARE wants to impact through the intervention.
  • Engage in a critical review findings from PQL & MEL community of practices
  • Develop and regularly update data collection, analysis and visualization standards for projects
  • Liaise with staff involved in fund raising, and accountable managers involved in donor reporting, to ensure that they are provided with all necessary information on time and to the standard.

Job Responsibility #3 Lead the digitization of CARE Ethiopia VSLA and SAA tracking and reporting:

  • Lead and provide strategic support to MIS technology use for CARE Ethiopia’s VSLA and SAA Initiative;
  • Lead CO’s digital library updating, maintenance;
  • Liaise with programs to quarterly update the online repository in a regular basis;
  • Work with Financial Inclusion advisor & Gender advisor to acquire quality data in a digitized format
  • Represent CARE Ethiopia in national and International MIS technical working groups.
  • Liaise with the program advocacy efforts in order to generate evidence which will be relied upon to generate compelling advocacy messages
  • Lead the integration of CARE Ethiopia Program’s/Project’s VSLA databases and sub-systems into a robust VSLA Management System that links seamlessly with CARE International VSLA MIS.  
  • Lead the assessment of the existing VSLA Management Information System, to identify gaps, strengths and opportunities for targeted enhancement.
  • Design and manage a robust VSLA and SAA MIS that allows for maintenance and review of highly complex data, generation of solutions through real-time data analysis and reporting.
  • Implement, administer and provide oversight to all relevant projects VSLA and SAA Management Information Systems, including regular system performance review, introduction and evaluation of new technological innovations.

Job Responsibility #4: Promote Learning, Documentation, Sharing and Networking

  • Develop and implement MIS capacity building strategy using evidence-based tools, protocols, SOPS and User Manuals for VSLA MIS users and managers, assisting them to understand & use data and set targets.
  • Share the MIS lessons with the regional office for further scale up
  • Advise CARE Ethiopia to meet standard data acquisition and sharing of information
  • Advise the CO in the areas of use of MIS for gathering information
  • Establishes relationship and network with counterpart staffs in within and outside CARE and organize learning events.
  • Participate and lead the organization in relevant national and international events that contribute to build organizational image and goodwill;
  • Responsible for decision-making/recommendations related to how the CO can more strategically use information both inside and outside of the organization;
  • Responsible for preparing guidance (FAQs, Talking Points, etc.) in anticipation of inquiries from the Programs and program support teams in CARE
  • Lead the establishment of data storage, organization and processed to the CARE brand and standard

Job Responsibility #5: Advise Program Support and Finance team to adopt MIS for Improved Efficiency

  • Support use of MIS for Admin and HR for facilitated recruitment and storage of potential CVs in our archive
  • Support Procurement unit for better handling of vendors and better procurement planning by use of MIS
  • Support Finance for better grant management and disbursement of vouchers on time.

Job Requirements

Qualification:

Education: 

 Bachelor’s Degree in Computer Science, Statistics or other related fields.

Experience: 

  • 5 years of relevant experience with the first degree and 4 years of relevant experience plus for post graduate degree holders in conceptualizing, designing and implementing robust Management Information System in social and development projects in complex setting.
  • Experience of working on monitoring and evaluation data collection, analysis and tool/system design for M and E.

Key Competencies: 

  • A team player with demonstrated ability to train and build capacity of others as well as being experienced in contributing to knowledge generation and Financial Inclusion/VSLA learning agenda among partners including formal and informal Financial Service Providers
  • Excellent interpersonal, facilitation, writing, and oral presentation skills
  • Ability to work in a complex environment with multiple projects/programs, short deadlines and intense pressure to perform
