SCOPE OF WORK/ JOB PURPOSE:

Under the direct supervision of the Camp and Program Manager, the CWI Prevention Officer will supervise the prevention activities in May Ayni. The CWI Prevention Officer will train and supervise refugee community workers and community activists to respond to Gender-related issues in the camp. This includes providing ongoing training and mentorship for community workers, community activists, develop a quarterly work plan and utilizing monitoring and evaluation systems to ensure high-quality services. The CWI prevention Officer will encourage smooth communication, collaboration and coordination among partners from the protection, health, legal, and psychosocial sectors committed to reducing the incidence of violence against women. Conduct workshops, training and disseminating information to all relevant stakeholders and conducting response-related training for service providers to promote quality services. 

DETAILED RESPONSIBILITIES AND TASKS:

  • Directly support the CWI prevention activities, implementation, monitoring and evaluation of the program in My’Ayni refugee camps in the Eritrean refugee Camp to ensure that the CWI prevention program is implemented according to work plan and spending plan and that the project objectives and committed indicators are met.
  • Develop and maintain effective working relationships with all relevant stakeholders including government and other agencies, other implementing partners, community leaders, organizations and informal structures, and represent the program in all stakeholder meetings.
  • Facilitate training and workshops on gender and related issues for health care providers, police, CWI Staff, ARRA protection, education providers, UNHCR, local authorities, women’s groups, refugee community leaders, religious leaders, youth groups, NGO workers and any other identified groups in support with the CWI Senior Officer for all the Shire four camps.
  • Develop a quarterly work plan, monthly work plan and monitoring plan in advance and provide for community workers and/or community activists in each camp for awareness-raising activities; provide training when needed and conduct monitoring site visits on a quarterly basis this including quarterly meetings.
  • Identify community workers and/or community activist focal point in each camp, provide regular communication check-in, specific team leader tasks and share the communication/task plan with the Response Officer and Senior Officer.
  • Assist in prevention-related IEC and BCC materials, in collaboration with CWI team, ensuring messages are appropriate for the community and conduct pre-testing before dissemination.
  • Develop a Quarterly outreach plan with the CWI Senior Officer and CWI Program Manager in advance, based on case trends analysis according to the GBVIMS. An ongoing needs of women and girls, include strategies to reach women and girls who are more isolated/have special needs can contribute by the Response Officer for each camp.
  • In support of The CWI Senior Officer, ensure the success of SASA! Implementation, including updated training materials, an adaptation of materials to include SASA! Recruiting and supervising community activists, implementing monitoring and evaluation plans, implementing four SASA! Strategies, and ensuring appropriate Gender-related messages are given to the four Shire refugee communities.
  • Assist in and /capacity building to community workers to be able to support safety audit activity as needed.   
  • Monitor prevention supply both financial and logistical needs, raise procurement requests of prevention activity on a quarterly basis in advance and ensure adherence to all relevant IRC financial and logistic policies.
  • Compile prevention monthly report and submit to CWI Program Manager, in collaboration with CWI Response Officer, by the 28th of every month.
  • Support Response Officer  participation in coordination meeting with UNHCR, ARRA, police, legal justice, community leaders
  • Collect prevention qualitative and quantitative data, analyze, monitor and evaluate the result-based prevention activities and share project data and information for problem analysis, planning and evaluation with the CWI Senior Officer and Manager.
  • Promote the participation of women, adolescent girls and girl children in all matters affecting their life through the establishment of different clubs in school and through the organization of different outreach programs
  • Any other duties and responsibilities that can be given by the immediate and technical supervisor

Job Qualifications

  • First degree with 2 years of experience in Social Work, Sociology, Public Health, Women’s Studies, or any other Social science-related field. Or diploma with 5 years of experience. 1 year of relevant experience plus a postgraduate degree.                                                                              
  • NGO experience is a plus.
  • Related work and field experiences in counseling or social service provision with women and adolescent girls.
  • Demonstrated confidence in discussing intimate gender and sexuality issues.
  • Able to maintain GBV and protection principles at all times – including knowledge and practical application of the GBV Guiding Principles and PSEA.
  • Familiarity working in the region is an advantage.

Skilled required

  • Basic supervisory/managerial skills
  • Technical and report writing skills
  • Computer literate (ability to use MS office, word, excel, and outlook email applications very well)
