Job Description

The purpose of the position is to ensure the smooth integration and linkage of community Outreach activities with other CMAM components, IYCF & Livelihood backyard gardening activities as part of Concern’s emergency nutrition response program for South Sudanese refugees in Gambella region, Pugnido-I refugee camps through effective implementation of active case finding, early detection and treatment of acute malnutrition by applying regular two-step mass screening, awareness creation, health education, capacity building, technical support, hygiene and sanitation promotion by using the agreed UNHCR/ARRA nutrition standard operation procedures (SOP) and nutrition international guidelines for refugee’s context. The Outreach & Community Mobilization Team Leader is responsible for planning, coordinating, implementing, monitoring and evaluation of Community outreach activities of Concern Worldwide by increasing the program coverage and ensure identification and admission of beneficiaries for comprehensive treatment throughout the follow-up period and minimize the rates of defaulter and non-responder cases. This position reports to the Nutrition Manager, and will works closely with other site Outreach team leaders, site team leaders, IYCF Officers/counsellors and Livelihood officers under the field office.

Main Duties & Responsibilities

Planning, Technical supports and Facilitation

  • Prepare detail Outreach activities monthly Plan and ensure its implementation as per SPHERE & UNHCR performance standard with the agreed time -frame.
  • In collaboration with the site nutrition team and COAs, coordinate all nutrition surveillance activities, such as active and exhaustive MUAC screening of all the targeted groups in the refugee’s camp, including children below 5 years, pregnant and lactating women and medical social cases as per established criteria.
  • Plan, organize and execute CMAM, IYCF, MTMSG, Nutrition Screening training to the staff & incentive workers (Out-reach workers, HEWs, COAs, RCC and MTMSG facilitators).
  • Organize and provide capacity building training for CMAM Officers, Out-reach workers and COAs on basic hygiene and sanitation promotion. 
  • Ensure that the follow up of admitted beneficiaries is completed through organized home visit sessions on weekly basis; to minimize the rate of defaulter and non-responded cases, and promote the better use of therapeutic and supplementary nutrition products given to targeted beneficiaries.
  • Provide technical support to the field staff on mainstreaming gender, protection, accountability, HIV/AIDS, and equality during the implementation of outreach activities.
  • Promote mass health and nutrition education, arrange drama and community conversation at community level and Concern nutrition center in the camp.
  • Prepare periodic review meeting with Out-reach workers and community representative (RCC) and concerned stake holders
  • Take part in preparing all the required IEC/BCC materials and identifying and developing appropriate public health messages.
  • Serve as the focal point person for community outreach and mobilization activities.
  • Perform other duties assigned by Project Manager.

Coordination and networking

  • Ensure good coordination with other Concern Outreach and site team leaders, IYCF Officer and other staff and provide frequent updates as per established project work plan activities and timeframe.
  • Ensure all stakeholders and relevant IPs working in the camps have excellent linkages with Concern nutrition sectors activities as per needs.
  • Establish good working relationships with Concern staff, government bodies, ARRA, UNHCR, WFP and other Implementing partners (WASH, Health, child protection, Psychosocial support).

Monitoring and Evaluation

  • Take part in any community based assessment, surveys and project evaluation in data collection, data entry, analysis and reporting in order to evaluate the impact of community outreach and mobilization activities 
  • Oversee the collection of outreach data is in line with UNHCR/ARRA, Concern guidelines and according to internal and external donor requirements.
  • Plan and conduct joint project monitoring and evaluation activities with ARRA/UNHCR
  • Develop different monitoring tools based on the activities.  

Reporting and Accountability

  • Ensure that outreach component utilizes standardized protocols, policies and guidelines, as prescribed by the UNHCR/ ARRA for refugee’s response in Gambella region.
  • Contribute to the preparation of internal and external reports
  • Prepare weekly, monthly and bi/annual report.
  • Ensure that program participants and stakeholders have clear information about the program activities as appropriate and relevant to them.
  • At all times, adhere to policies and guidelines of Concern.

  • Ensure that all community outreach activities are documented, project beneficiaries recorded in sex disaggregation and reported to the Nutrition manager.

Accountability

  • Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
  • Work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
  • Work with relevant colleagues  to ensure that information about CRM, safeguarding and expected staff behavior is disseminated among program participants and communities. 

Gender

  • Ensure that support staffs have a strong understanding of gender mainstreaming and that gender mainstreaming tools are effectively implemented
  • Coordinate with the Gender Equality officer/coordinator in planning, allocating and implementing a program budget for gender mainstreaming
  • Ensure that gender mainstreaming is effectively implemented and monitored throughout the employment process
  • Ensure that gender sensitive indicators plans are in place and that they are effectively monitored

Job Requirements

Person specification:

  • BSc Degree in Nursing ,HO and Nutrition
  • Minimum of 5 years’ experience in emergency health and nutrition in Government or INGOs in Ethiopia.
  • Experience working in emergency or refugee camp context considered as an advantage.
  • Excellent written and spoken English and knowing local language (Nuer/Agnwak) is an added advantage.
  • Experience in community mobilization activities and management of BSFP activities/ other related CMAM program components activities.
  • Experience in providing training and capacity building for staff
  • Experience in nutrition surveys, including data analysis.
  • Ability to understand and respect the cultural, religious and political environment and to work well with staff and local authorities in a diplomatic manner.
