Job Description

The Danish Refugee Council (DRC), an international non-governmental organization (INGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. 

DRC has been operating in Ethiopia since 2009. Currently, the organization works in three regions namely,

Gambella, Tigray, and Somali and in one administrative town (Addis Ababa) implementing a broad range of projects with a focus on providing humanitarian assistance and promotion of protective environment for displacement affected communities.

DRC has been working since 2016 in Okugo camp in Dimma (Gambella) responding to the need of South Sudanese refugees. It has been engaged in implementing protection, WASH, and livelihood projects with protection sector primarily focusing on child protection, GBV prevention, mitigation, and response, Youth empowerment, and provision of legal aid service through BPRM- and UNCHR-funded projects. 

The purpose of the consultancy is to improve the quality of the child protection case management services provided by DRC in Okugo camp under BPRM and UNCHR funded projects.

The consultant is expected to review the child protection cases managed by DRC in Dimma, identify gaps in the case management approach, develop and implement an action plan to improve the quality of the child protection case management. In addition, the consultant is expected to conduct staff capacity gap assessment and accordingly facilitate capacity building training.

The consultant is expected to work in collaboration with the Protection team in Dimma in particular with the protection manager, CP-ECCD team leader, and the CP officers and with protection manger and protection coordinator at the country office level and expected to engage key partners throughout the process

Key deliverables / outputs 

The expected outputs/ deliverables will be the following;

  • Output 1 – Review and analysis of the child protection case management service and procedures employed by DRC Dimma field office.
  • Output 2-  Develop a detailed action plan to improve the quality of the case management
  • Output 3: Implementation of the first steps of the action plan with the Dimma team – review case files
  • Output 4: Review and update relevant case management tools
  • Output 5: Facilitate case management training to DRC protection team and to the incentive caseworkers

 Duration

The consultancy is expected to last for a two-month period (42 working/paid days) starting from the date October 1 – November 30, 2021. The consultancy will be based in Dimma, Gambella;

Job Requirements

  • Experience designing and implementing child protection case management activities with a particular focus on UASC
  • Experience in supervising case workers and providing technical support
  • Experience developing and contextualizing case management tools
  • Experience with CPIMS+ will be an advantage
  • Experience in developing and delivering training on case management, FTR, BIP, and related topics.

Educational background relevant to the consultancy:

Academic qualifications in areas relevant to the consultancy – social work, psychology, and related field of study 

  • Evaluator’s capacity statement describing how they meet required qualifications and competencies and how it will help them meet the assignment
  • CV
  • A detailed financial proposal that includes professional fees (flights and accommodation will be facilitated by DRC)
  • The participant CV with details of qualifications and experience
  • Any other document required to validate the information submitted in the DRC Supplier Profile and Registration Form (i.e. Company Registration, audit reports, etc.)
