Purpose of the position:

This Job is required to lead the team comprising the new initiative, MEAL and proposal development, GIS and Water Quality, Water supply design groups and to give support on the construction supervision of WASH projects to highly supplement AP Engineers and provide support and closely follow up to ensure quality constructions working closely with Supply Chain Department for the successful, efficient, economical, qualified implementation of the WASH projects. He/She will be responsible for the planning, implementation, monitoring, and evaluation of the water and civil works component of WASH projects and ensure the quality, timeliness, and efficiency of all WASH projects.

Major Responsibilities:

• Manage the planning, study & design work implementation, and monitoring of the WASH projects powered by solar or transformer within the designated geographic area of operation.
• Design using AUTOCAD, Water CAD, Water GEMS and Other Engineering Software, and/ or approve all designs to be efficient, cost-effective, inclusive, innovative, and appropriate to the local conditions;
• Ensure the Water and Civil Works and solar or transformer powered projects comply with donor’s requirements, WV and government policies, and global standards
• Make proper WASH projects specifications prepared and developed to be used on implementation and the engineering estimate of the water projects is made properly in consultation with the supply chain, APs, RPMs, and WASH operations manager.
• Ensure the required study documents review, delivery, evaluation, and reporting are carried out efficiently, rigorously, and transparently in compliance with the established guidelines and procedures.
• Strengthen the MEAL systems and processes to assure achievement and progress towards project objectives and outcomes of the WASH project.
• All water supply schemes built by World Vision Ethiopia need to be tested for water quality and be assured that all systems to be potable in water quality meets WHO standards before commissioning to the community and track all WASH projects GIS timely and appropriately.
• Engage in reviewing WASH projects proposal development, activity vs. budget plan to monitor the activity progress and budget utilization.; Guide and ensure the preparation of high-quality programmatic and financial reports, for donors and support offices.
• Develop and regularly update a detailed project work plan guiding the project implementation and ensure this is used by the project team to monitor project progress.
• Engage in and ensure that appropriate human resource performance monitoring mechanisms with proper coaching and mentoring are practiced to enhance smooth staff relations and accountability.
• Promote major cross-cutting themes including environment, gender, protection, disability, peacebuilding, and Christian commitment.

Job Requirements

11 yrs for M.Sc and 13yrs for B.Sc with a minimum of 4 years of relevant project/program management experience in WASH in an international NGO or other big construction organization with a special focus on design and contract administration.

Qualification required: 

• MSc or BSc Degree in Water Resource Engineering, Civil Engineering, Sanitary Engineering, Hydraulics Engineering, and other related fields;
• Other team management exposure and basic computer knowledge (Word, Excel, Lotus note) and advanced knowledge of current up-to-date design software.  
• Experience in solar Energy system design and Implementation
• NGO work experience
• Special training on design, Construction Supervision, and Contract Administration
• AUTOCAD, WATER CAD, and other Engineering Software  
• Training of Project Management
• WASH Program Management, designing of big water supply systems, contract administration, and construction supervision
• Have experience in electrification and solar system design and implementation

Working Environment / Conditions:

• Work environment: Office-based with regular travel to field sites.
