Job Description

Job Purpose:

  • The overall purpose of the job is to lead and support the implementation of livelihood and agriculture activities in Pugnido refugee camps and God woreda hosting kebeles and provide the necessary leadership and technical support to Agriculture/Livelihoods staffs assigned for Pugnido I and II Refugee camps and the surrounding host communities  

Main duties & Responsibilities:

Project planning and implementation:

  • Coordinate the introduction of improved practices of agricultural production that can include crops, vegetables, and livestock (small ruminant, cows and fishing) production, beekeeping (apiculture) as appropriate to the context of the refugee areas and surrounding Host community of Gog Woreda.  
  • Coordinate the identification, timely supply of agricultural inputs and tools to target HHs  Identify capacity gaps and coordinate the capacity building of staff and refugee HHs on improved production practices and technologies  
  • Ensure the timely implementation of planned agricultural /livelihoods activities in consultation with other sectors and stakeholders working in the camps and surrounding host community.  
  • Oversee the work carried out by the refugee and host community HHs through the support of agriculture/livelihoods officers, design the provision of appropriate advisory services, and ensure they use the required agronomic practices.  
  • Coordinate experience sharing among best performing and low performing sites and households as means of capacity building and promoting learnings  Coordinate the establishment and operation of demonstration sites in order to demonstrate the target households with practice and help them to understand best cultivation practices and replicate to their garden  
  • Make sure nutrition staff and agriculture officers work in an integrated manner and established strong linkages.  Ensure the timely implementation of planned agricultural activities  
  • Contribute to the preparation of proposals and Project identifications as requested.  
  • Perform and assure all livelihood Officers fill PDR and their Annual leave planning on time.  
  • Perform other duties as directed by the Livelihoods Project Manager.

Monitoring, Evaluation and Learning

  • Monitor the works carried out by the refugee HHs and provide proper extension advise and ensure they use the required agronomic practices 
  • Closely supervise and follow up the day-to-day activities of different livelihood components of the project. 
  • Facilitate and organize experience sharing among best performing and low performing households 
  • Document/draw best practices of livelihood activities in for future programming. 
  • Ensure that learning is captured and replicated

Reporting, Coordination, Networking and

  • Prepare and submit weekly, monthly, quarter and annual reports
  • Work closely with the Concern nutrition team at all-time Emergency Response
  • Work closely with ARRA, UNHCR, and Government sectors offices on livelihood interventions

Emergency response:

  • Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, when emergencies strike and the Ethiopia Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.

Gender Equity :

  • Ensure that support staffs have a strong understanding of gender mainstreaming and that gender mainstreaming tools are effectively implemented
  • Coordinate with the Gender Equality officer/coordinator in planning, allocating and implementing a program budget for gender mainstreaming
  • Ensure that gender mainstreaming is effectively implemented and monitored throughout the employment process
  • Ensure that gender sensitive indicators plans are in place and that they are effectively monitored

Accountability :

  • In line with Concern’s commitments under the Core Humanitarian Standard (CHS): 
  • Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E); 
  • Work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed; 
  • Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behavior is disseminated among program participants and communities.

  • Able to seek appropriate advice and report concerns, and feel confident that they have been understood.
  • Understands local safeguarding structures and arrangements.
  • Practices in a manner that seeks to reduce the risk of abuse, harm or neglect.
  • Identifies and refers to appropriate services any other associated persons including carers, family members and children at risk.
  • Able to document safeguarding concerns, and maintain appropriate record-keeping, recording the wishes and views of the adult or child at risk, differentiating between fact and opinion.

Job Requirements

Person specification:

Essential:

  • MSC or BSc Degree in general agriculture, agricultural marketing, dry land agriculture, agronomy or related fields of study from a recognized University and minimum of 2 years for MSC and 4 years related experience for BSc preferably in humanitarian non-government organizations.
  • Specific knowledge and experience on animal production, apiculture (honeybee management) agricultural marketing and value-chain is desirable
  • Knowledge of the local language (Agnuak) is an advantage
