Job Description

Friendship Support Association (FSA) is a local NGO working in Afar Regional State. The organization is seeking to recruit highly motivated and qualified candidate for the following position.

JOB SUMMARY:

The primary purpose of the Monitoring, Evaluation, Accountability and Learning (MEAL) Officer is to manage the overall MEAL activities of all the project Friendship Support Association (FSA) is implementing in different zones of Afar. Hence, establishing a sound MEAL system and ensuring proper implementation of the monitoring, evaluation, accountability and learning plans in the field, and supporting program staffs on preparation of project performance reports for organization’s internal consumption, for the donors and partners.

    MAJOR RESPONSIBILITIES AND TASKS:

  • Establish and implement MEAL system & M&E plans for projects
  • Ensure that MEAL standards of the program are being implemented and improved over time
  • Ensure the proper follow up, compilation and review of Activity Progress Reports;
  • Develop tools to gather data, synthesize and analyze M&E quantitative and qualitative data and produce helpful information for decision makers
  • Ensure that clear, timely and relevant project information are shared for communities, and beneficiaries, local authorities, donors and other relevant stakeholders
  • Ensuring communities and project beneficiaries actively participated throughout the project period
  • Consulting with the PM to identify capacity gaps and provide relevant supports at field-level MEAL;
  • Review and compile Activity Progress Reports on monthly, quarterly and annual basis 
  • Prepare Monthly MEAL Activity Report and share the findings with program staffs
  • Ensure functional Feedback and Complaint Mechanism;
  • Accountability Report ;
  • Facilitate experience sharing and review meetings at the field level between sectors;
  • Producing success stories and share for learning and program implementation improvement;
  • Document and share best practices and learnings through publications, web sharing and other means within the mission;

Job Requirements

EDUCATION/TRAINING 

  • Bachelor's or Master's Degree in Economics, Statistics, Development Studies or related fields

 Experience

  • At least 5 years for BA and 3 years for MA holders with proven experience in MEAL position in humanitarian or development programs in I/LNGOs.

 TECHNICAL SKILLS

  • Experience in monitoring and evaluating of donor funded projects
  • Fluency in English (both written and spoken skills)
  • Excellent communication, writing and analytical skills
  • Proven ability to translate evaluated results into learning strategies
  • Experience in designing and leading internal and external evaluation
  • Skills on statistical and other software, database management, Management Information Systems and Microsoft Office Skills
  • Experience in designing and leading capacity building and training for development teams
  • Knowledge of project cycle management
