Global Health Supply Chain – Procurement and Supply Management Ethiopia

Background

The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities

 Purpose

The Operations Procurement Specialist is responsible for the management of procurement for all commodities and services required for GHSC-PSM program operations in Ethiopia. This individual will be responsible for preparation of RFPs, RFQs, vendor selection, tenders, purchase orders, and the negotiation of awards for services and commodities, as well as coordinating delivery of the project procurements to the store management team for accurate inventory receipt and disposition procedures.

Chemonics International seeks experienced professionals for the USAID-funded Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM Ethiopia will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of the supply chain, and collaborate with key international stakeholders to support global and local health initiatives.

Position: Operations Procurement Specialist

The Operations Procurement Specialist is responsible for the management of procurement for all commodities and services required for GHSC-PSM program operations in Ethiopia. This individual will be responsible for preparation of RFPs, RFQs, vendor selection, tenders, purchase orders, and the negotiation of awards for services and commodities, as well as coordinating delivery of the project procurements to the store management team for accurate inventory receipt and disposition procedures.

Level of Effort and Location

  • This long-term position will be based in Addis Ababa, Ethiopia, with intermittent travel throughout the program’s target regions as needed.

Supervision

  • The Operations Procurement Specialist will report to the GHSC-PSM Operations Manager or his/her designee.

Principal Duties and Responsibilities

  • As Operations Procurement Specialist for the GHSC-PSM Ethiopia Program, the employee is responsible for the following principle duties and responsibilities:
  • Respond in a timely manner to procurement requests from program staff.
  • Prepare solicitations and requests for proposals/quotations to obtain bids or work directly with local vendors to obtain quotations and initiate procurements.
  • Negotiate and prepare contracts and purchase orders.
  • Ensure that procurement activities are carried out in accordance with contractual requirements, including US Federal Acquisition Regulations (FAR).
  • Coordinate bid evaluation and prepare summary reports for review and approval.
  • Monitor contracts and purchase orders issued to vendors and follow-up as necessary to ensure compliance with terms and conditions.
  • Contribute to the preparation of requests for approvals and/or waivers.
  • Maintain the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file.
  • Assist in developing and maintaining procurement-related documentation electronically and manually.
  • Provide procurement status reports as requested.
  • Assist the project to provide training to project staff on procurement policies and procedures.
  • Perform additional tasks as assigned by Operations Manager for Procurement and Office Management. 

Job Requirements

  • University Degree in Management, Procurement and Supply Management, Accounting, or related field from recognized educational institutions
  • Minimum of 5 years’ work experience in procurement management
  • Experience in a USAID, donor funded project or International NGOs preferred
  • Ability to work independently, take initiative, meet deadlines with attention to detail and quality and monitor daily operational activities
  • Excellent interpersonal and communications skills
  • Demonstrated leadership, versatility, and integrity
  • Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identify and resolve constraints
  • Demonstrated intermediate computer skills in Microsoft Office Suite applications
  • Self-motivated, interest and experience in managing and supervising technical staff
  • Excellent writing and presentation skills in English
