Job Description

Purpose of the position:

The Resilience & Public Health Emergency Management Advisor will be provide overall technical leadership in the implementation ensuring the project achieves its intended objectives and will compliant with established Government of Ethiopia, World Vision and USAID programs management standards. The position holder will provide technical leadership to support the Project’s health resilience strengthening activities and interventions for the health delivery systems, communities and households across a spectrum of shocks and emergency situations – arising from disease outbreaks, natural disasters, conflicts, and/or other relevant risk conditions, and catalyze the strategic linkage between health development, resilience building and emergency response effort.

 Major Responsibilities:

  • Provide technical leadership to support the Project’s health resilience strengthening activities and interventions for the health delivery systems, communities and households across a spectrum of shocks Provide technical leadership to support the Project’s health resilience strengthening activities and interventions for the health delivery systems, communities and households across a spectrum of shocks
  • Work closely with emergencies relevant risk conditions, and catalyze the strategic linkage between health development, resilience building and emergency response effort
  • Establishing and ensuring efficient program management, capacity building and implementation of project and enforcing compliance with USAID requirements, U.S. government regulations, and World Vision’s policies and procedures.
  • Coordinate with USAID, Government and other stakeholders in different forums and provide technical assistance to the government line ministries, agencies, and offices at the Federal, Regional and Zonal levels in support of disaster risk mitigation for the health system and capacity strengthening of relevant institutions and communities.
  • Provide the necessary support to ensure that all technical and project personnel function within approved budgets. Promote staff integration and a good work environment.

Job Requirements

Qualifications: Education/Knowledge/Technical Skills and Experience

Required Professional Experience:

  • Minimum of 10 years of resilience, public health emergency management, disaster preparedness, adaptive management, health system strengthening, and institutional capacity building at a senior level in Ethiopia

Required Education, training, license, registration, and certification

  • Minimum of Master’s degree in public health, emergency preparedness/management, health system strengthening, or related field; or related field;

Preferred Knowledge and Qualifications:

  • Up-to-date knowledge of and experience with the PHEM landscape in Ethiopia.
  • Proven ability to liaise with public health stakeholders across government, private sector, non-governmental actors, and donors
  • Demonstrated problem solving skills, collaboration experience, creativity and willingness to innovate
  • Established public health networks/contacts and strong relationship management skills
  • Excellent communication and writing skills in Amharic and English
  • Direct experience working with, USAID-funded projects preferred

Travel and/or Work Environment

The position requires ability and willingness to travel domestically and internationally up to 25 % of the time
