Reports to: Country Representative  

Under the guide and supervision of the Country Representative, he/she:

  • Oversees development of strategic plans and plans of actions, conducts reviews, manages and evaluates all aspects of the Trachoma (TC) and River blindness (RB)/Lymphatic Filariasis (LF) Programs; 
  • Works in collaboration with DCR-Operations and Program Managers (PMs) in the development of budgets and tracking of expenses based on strategic plans and plans of actions;
  • Serves as overall coordinator of TC and RB/LF Programs planning, execution, and monitoring and evaluation;
  • Conducts regular meetings with and provides support to Program Managers, Regional and Sub regional Project Managers, and M&E Officers to review status of programs accomplishment and address problems and issues. Briefs the Country Representative on all issues as required;
  • Works closely with PMs and M&E Officers of TC and RB/LF Programs to ensure activities are carried out in accordance with strategic plan/plans of action to monitor and evaluate programs interventions from start to completion involving deadlines, milestones and processes;
  • Supervises programs implementation in all the five regions, engages Program and Project Managers and other program staffs to identify any program related partnership issues and resolves them in consultation with the relevant staff(s);
  • Explores ways to enhance efficiency and productivity of program interventions and bring findings to the attention of the Country Representative and respective Program Managers;
  • Serves as the lead TC and RBLF Programs resource person within TCC-E.  He/she works closely with HQ TC and RB/LF Epidemiologists and other program staff to ensure technical competence of program staffs at TCC-E;
  • In close consultation with the CR, he/she works closely with Innovation Hub at TCC, leads and oversees staff growth and development initiatives;
  • Represents TCC-E at TC and RB/LF stakeholders meetings, TWG meetings, annual review meetings, briefings, workshops and other partnership forums;
  • Supervises  senior program staffs including PMs, M&E Officers, Regional and Sub regional Project Managers and others, and gives timely feedback and assists the CR during annual performance appraisal;
  • In consultation with DCR - Operations, monitors effective and efficient use of resources and advises the CR on improvement measures;
  • Works closely with DCR - Operations, to ensure program support teams (Finance, Logistics, IT, Admin, Partnership management) and HR are addressing key program issues;
  • In consultation with the CR, he/she leads planning and organization of in-country programs monitoring and evaluation meetings and ensures exchange of experience among programs; and

Executes other assignments as instructed by the CR.

Job Requirements

Qualification: MD, PhD or MPH

Experience:  Minimum of seven years of work experience for MD/PhD holders and minimum of ten years for MPH holders, with five years senior leadership experience. Good track record of project result achievement and sustainability.

Required skills:

  • Demonstrable ability to lead teams and achieve stretch objectives despite changing scenarios
  • Simultaneous focus on strategic objectives and attention to details of implementation
  • Excellent team player both with senior executives as well as programs and operation teams
  • Technical competence with proven track record of planning, organizing and controlling implementation of big programs
  • Strong analytic skills (both quantitative and qualitative)
  • Ability to supervise, delegate, coach, mentor supervisees while respecting cultures
  • Comfortable to travel to endemic districts, zones and regions and work with stakeholders at various levels;
  • Excellent written, oral, interpersonal communication, and presentation skills
  • Holds others accountable and open to receive feedback from supervisors and supervisees
  • Equipped with ‘Can Do’ attitude

Additional Requirements:

  • Previous leadership experience in NGO setting.
  • Working knowledge of Microsoft Office packages
  • Recommendation letter from the most recent employer
