Job Description

Position Purpose:

The finance officer ensures the integrity of accounting information by verifying, recording transactions, consolidating, and by establishing quality control over financial transactions and financial reporting.

The finance officer shall assist in conducting financial monitoring and capacity building of the partners funded by the Development of Fund.  

Key Roles and Responsibility:

Finance routines

  • Prepares vouchers and payroll sheet.
  • Assist in documentation and monitoring of internal controls
  • Records asset, liability, revenue, and expenses entries by compiling and analyzing account information.
  • Reconcile general ledgers, post journal entries, and assist with the preparation of financial statements
  • Prepare schedules for quarterly reviews and year-end audit for independent external auditors.
  • Secures financial information by completing database backups.
  • Protects organization’s value by keeping information confidential.
  • Assist external audit by analyzing and scheduling general ledger accounts, providing information for auditors.
  • Other duties as assigned.

Financial monitoring and capacity building

  • Conduct financial monitoring at both partners’ head office and project area;
  • Assist in delivery of training
  • Review budget application
  • Assist in the preparation of grant agreement
  • Prepare disbursement request for partners
  • Follow-up grant confirmation

Other duties:

  • Represent DF in relevant forums
  • Assist the program department staff in finance related matters.

Reports To: Finance and Admin Manager

Place of Assignment: Addis Ababa (With frequent travel to project areas)

Job Requirements

Minimum competencies required qualifications:

  • Must have BA in accounting
  • MBA is a plus

Experience:

  • 5+ years of progressive accounting experience, of which at least 2 years working for NGO.
  • Experience on grant management is a plus.

Knowledge:

  • Application of International Public Sector Accounting Standards (IPSAS)
  • English proficiency
  • All laws, regulation, and directives applicable to NGOs

Skills:

  • Ability to act and operate independently with minimal daily direction from manager to accomplish objectives
  • Ability to meet communicated schedules and deadlines.
  • Analytical skill
  • Communication and report writing
  • Excellent in application of any accounting software
  • Computer skills including Microsoft Word, Excel and PowerPoint
