JOB SUMMARY:

The purpose of the Construction Supervisor’s position is to design, prepare bill of quantities, tender documents and schedule of implementation, facilitate and supervise site construction works of the project as per the standard design, specification and guidelines of the project program. Ensures the full participation of communities and counterparts in project activities and compliance with design specifications and standards.

I.      RESPONSIBILITIES AND TASKS                           

Job Responsibility #1: Planning and Implementation: 35%

  • Ensures that adequate information is collected at each project office for the plan to be sound and community needs are included in the plan and integrity of plan with other development activities;
  • Comes up with draft construction activities, annual operational plan for discussion at the project level and develop the final version along with its implementation;
  • Prepares all the drawings, designs, work and materials specifications (bill of quantities) and ensures approval by concerned authority before commencing thr condtruction work;
  • Discusses with community members and conduct detail investigation for the available local construction resources and materials which lessens the constructions cost of the schemes.

Job Responsibility #2: Training and Capacity Building:25%

  • Provides technical assistance to counterparts with regard to technical design when required;
  • Organizes and conducts relevant and appropriate training sessions for the counterparts.

Job Responsibility #3: Supervision -20%

  • Inspects construction work to ensure compliance with design, specifications, and standards;
  • Ensures full participation of communities and concerned line departments at all levels;
  • Follow-up timeliness of the payments to the project beneficiaries as per the agreed upon post surveying measurements output;
  • Ensures that the Construction Site Officer, Water Engineer and Water Technician receive the needed technical and logistics support as required, and conduct annual performance appraisal as per the organizations policies and procedure.

Job Responsibility #4: Learning and Networking: 10%

  • Establishes good working relationship with local officials woredas level government bodies and other stakeholders;
  • Keeps up to date with developments in the sector, including best practice examples and ensures ongoing personal development and learning;
  • Works closely with field staff and the communities to initiate project activities and to disseminate information.

Job Responsibility #5: Reporting:5%

  • Prepares and submits reports to the Project Manger on field activity progress.

Job Responsibility #6:  Performs other duties as assigned by supervisor; 5%

QUALIFICATIONS (KNOW HOW)

EDUCATION/TRAINING

Required:

  • BSc in Civil, Water Engineering or equivalent combination of education and work experience.

Desired:

  • MSc in Civil/Hydraulic Engineering/ Agricultural Engineering or related.

 EXPERIENCE:

Required:

3 years of relevant experience with the first degree.

2 years of relevant experience plus post graduate degree. 

 TECHNICAL SKILLS

Required:

  • Good communication and presentation skill
  • Able to work with simple technical and surveying equipment
  • Good knowledge of drafting techniques and principles
  • Ability to act in professional and ethical manner
  • Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainable development

Desired:

  • Computer training like AutoCAD and Construction Management;

CONTACTS/KEY RELATIONSHIPS:

The jobholder is expected to collaborate with community, government counterparts, partners and with Extension Agents, Extension Supervisors, the Construction Site Officer, Project Manager and  other staff of the Filed Office.

WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED. 

The post is located in the Field Office with 75% fieldwork.
