Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where Nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience.

Action Against Hunger currently operates in 6 different regions (Oromia, Somali, Amhara, Tigray, Benishangul Gumuz and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are: BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA and others.

Summary of position 

Under the direct supervision of the Health and Nutrtition Program Manager, the Health and Nutrition Supervisor collaborates with and support government health staff in providing primary health care at temporal IDP clinics, MHNT sites and with existing health facilities (Hospital, HC and HPs).

The Health and Nutrition Supervisor role’s purpose, engagement and delivery is:

Purpose (The substantive focus of the job encompassing scope, depth and difficulty of work both conceptual and applied)

Engagement: (The focus of interaction both internally and externally needed to deliver a service seek collaboration and build effective partnerships)

Delivery: (The focus on the execution of the work and the role on the team for supporting business/operational functions in terms of timeliness and quality)

Essential Job Duties

Program implementation, organization and coordination; 

• Ensure that DIP developed for each temporary IDP clinic/MHNT sites and existing health facilities providing Primary health care and emergency nutrition interventions,
• Monitor the implementation of the activities according to the project plan,
• Ensure the availability of curative and preventive PHC and emergency nutrition services available at temporal IDPs clinics/MHNT sites and health facilities, 
• Ensure the implementation of regular supportive supervision and on-job monitoring meetings of government staffs working at temporary IDP clinics, MHNT team and existing health facilities providing PHC and emergency nutrition services and report the outcome to health and nutrition supervisor, 
• Ensure good coordination and collaboration in placed with the HWs and HEWs working in temporal IDP clinics, MHNT sites and existing health facilities, 
• Ensure the availability and the proper use of IEC material (respect national standards, local language etc.) related to IYCF-E and nutrition and health, protection and others, 
• Follow the availability of health and nutrition inputs, including essential drug kits and nutrition products from WHO/UNICEF/WFP and ensure proper use of them in temporary IDP clinics/MHNT team and existing health facilities,
• Ensure good pharmacy management at the health facilities Compile and follow the consumption and request report of essential drugs, nutrition medication and products and supplies from all services delivery points,

Support government health staff to manage the temporary IDP clinics, MHNT sites and nutrition centres (OTP, TSFP and SC), 

• Makes sure that basic health services at IDP clinics/MHNT sites and the nearby health facilities are implemented according to the National protocols,  
• Follow-up of distribution, management and consumption of essentials drug kits, nutrition products and systematic treatment, therapeutic food and NFI, including RUTF, RUSF/CSB ++ and other routine medications,  
• Identify training gaps in health facility staff to provide basic health services and emergency nutrition services
• Ensure that the project staff and government health staff (including health staff working in temporal IDP clinics, MHNT sites and HEWs) have adequate training on the rendering basic health services and emergency nutrition interventions as the National manual/SOPs, 
• Plan and support on-the-job and refresher trainings according to the weaknesses identified,  
• Adapt training materials according to the identified needs, 
• Provides technical support and training where required to all team members including government health staff working in temporary IDP clinics, MHNT sites and HEWs in collaboration with woreda health office,
• Analyze the health and nutritional situation of host and IDP communities, 
• Compile and submit to health and nutrition PM the statistical and narrative report consist of basic health services delivered at temporal IDP clinics, MHNT sites and emergency nutrition services delivered at the nearby health facilities, 
• Coordinates the link of emergency nutrition intervention with temporal IDP clinics and MHNT sites, 
• Coordinate the link of acute malnutrition cases with EOS/TSFP and facilitates regular registration of Non-EOS beneficiaries and submits on monthly bases, 
• Ensures the availability of job aids, recording and reporting formats, essentials drug kits and nutritional therapeutic products and food for program implementation, 

Represent the organization in relation with the project to the local authorities and other partners:

• AAH representation for IDP responses including PHC and IMAM activities in related forums and meetings, 
• Present the project to the various local partners, 
• Liaise with the authorities, committees and other beneficiaries 
• Upholds the image and values of AAH at all times,
• Conduct activities as requested by the Health and nutrition PM/field coordinator, 

Team management: (related to AAH staff)

• Participate in the recruitment of staff for the woreda, 
• Support the project staff in developing planning for each temporary IDP clinics, MHNT sites and health centers and health posts,
• Compile and develop the woreda’s the team DIP responses plan,
• Organize regularly monitoring and evaluation meetings/events of team members, 
• Organize training courses on PHC and emergency nutrition responses for project staff 
• Organize weekly/bi-weekly/monthly meetings with the team and report the outcome to health and nutrition PM and field coordinator, 
• Keep an updated register of the staff (absences, overtime), 
• Supervise and ensure accuracy of the daily, weekly and monthly reports of the health and nutrition officers and team collected from temporary IDP clinics, MHNT sites and from existing health facilities, 
• Identify problems in the program implementation, and propose solutions in coordination with the health and nutrition PM
• In case of a conflict between team members try to mediate and refer to health and nutrition PM when needed, 
• Ensure that the team interacts in an empathic and interactive & participatory with the beneficiaries and those accompanying them, 
• Ensure good coordination and collaboration with other nutrition team members and support departments.

Data management, reporting and program development;

• Ensure proper recording of the information related to the implementation of the basic health services at temporary IDP clinics, MHNT and nutrition centers, including care practices, appetite test, health and nutrition education and homevisiting, 
• Report on activities on a regular basis through qualitative and quantitative APR format and updating the health and nutrition Program Manager on the status of the program and performance of the staff, 
• Ensure data quality of collected from temporary IDP clinics/MHNT sites and from existing health facilities,
• Reporting about your activities, identified problems and proposed solutions to health and nutrition PM, 
• Monitor the health and nutrition situations of the communities using databases as requested,  
• Participation of formulation of the AAH future operation in PHC and emergency nutrition activities 

The health and nutrition supervisor is accountable for: 

• The respect of all AAH procedures (HR, Logs & IT, Finances etc.)  
• ·Supporting the implementation of basic health services/PHC and emergency nutrition intervention activities of high quality,  
• Alerting health and nutrition PM on all issues that have an important impact or no identified solution or need support to be solved,  
• Good working relations between AAH, government health staff and other partners. 

Supervisory Responsibilities

• Supervise Health and Nutrition Officers, and IYCF Officer in field.

Fiscal Responsibility

• Ensure timely budget utilization of health programs and project activities in liaison with finance department, HoD, field coordinators and nutrition program managers to ensure budget expenditure is in line with program objectives, within project tolerance level while ensuring quality of service delivery. 
• Provide regular follow and support to health staff, pharmacist and nutrition program managers as well as nutrition and health supervisors on ways to efficiently and timely utilize project resources, including project committed budget without compromising the quality of expected deliverables.

Physical Demands 

• While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a humanitarian development nexus programming approaches. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

Working Conditions, Travel and Environment

• The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.  

Job Requirements

Required Qualifications and Professional Experience

• Bachelor's Degree or equivalent in health science related field of study, including Public Health, Nursing, and minimum 6 years professional experience in providing primary health care at health facilities, AND at least 3 years of experience in monitoring and coordinating emergency nutrition interventions of SC, OTP, and TSFP at hospital, HC and HP level. 

Required Skills & Competencies

• Experience of providing/coaching/coordinating IMNCI/ICCM, PHC at Health facilities (Hospitals/HC) and experience of providing emergency nutrition interventions at SC, OTP and SFP,
• Patience, good relations with people, Good capacity in team management and setting priorities
• Capacity to train, coach and mentor medical and paramedical staff
• Willingness to work under pressure and extra hours, Have the ability to cope with stressful situations
• Good organizational and interpersonal skills
• Computer skills in Microsoft Excel / Word. English (fluent)
• Good knowledge in basic IDP health and nutrition responses, coordinating MHNT implementation, IMAM protocol
• Working knowledge of Afaan Oromo is required
