BACKGROUND: The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Job Overview/Summary:

Under the supervision of the HR/Admin Manager, the senior HR/Admin Officer provides general Human Resource support for the HR & Admin department. They will be responsible for staff development, talent accusation and management, supervision of staff, running HRIS, Payroll & related payments, and serve as focal point for international staff issues. The post holder supervises HR/Admin Assistant- Insurance & HR/Admin Assistant- Travel and provides technical support for them.

HR Talent Strategy and Talent Architecture: -

  • Maintain a detailed knowledge of IRC personnel policies and labor law in every site of the field office along with ensure all HR/Admin activities are carried-out in adherence to these standards.
  • Participate in reviewing national staff policies and Recommend changes/additions/deletions
  • Promote and uphold THE IRC Way: Standards for Professional Conduct.

·        Work with HR/admin Manager on implementation of strategic planning of the department

  • Nurture and facilitate the collaborative professional relations between and among staff at all levels.
  • Provide advice and support to Field HR teams, and programs in interpretation of HR policies and procedures and provide technical support on HR and Admin related matters, including but not limited to, recruitment, orientation, career development, performance evaluation, disciplinary action and separation

Recruiting and Management: -

  • Participate in recruitment process of hire positions. Posting positions in appropriate media, CV review, interviewing, reference check, job offer, owning the orientation and travel arrangement.
  • Advice Supervisors with reviewing job descriptions, posting job advertisements, screening applicants, conducting job interviews/written tests, reference checks, extending job offers, and ensuring new employee’s paperwork/hire pack is processed accurately.
  • Ensure that recruitment process is fair and clear and in line with IRC policies and procedures.
  • Maintain good working relationships with other organizations and provide feedback to management on HR issues.
  • Advise and conduct employees on exit management process for exiting employees and maintain its copies on the file. The exit interviews are supported with monkey survey.

Staff Development: -

  • Collect, analyze, and maintain data captured to advise targeted leadership development
  • Participate in HR interpersonal strategic planning and provide support for Performance Management and Talent Management policy development.
  • Research and assist in the development of performance management training programs that focus on enabling the workforce to improve on identified learning and/or performance gaps.
  • Conduct training needs assessment, identify, and implement interventions to address key skills gaps.
  • Identify and develop individual learning initiatives that cost effectively focus employee development on achievement of both business and personal career goals.
  • Mentor selected HR staffs in different areas
  • Assist with the publication of HR/Admin materials for internal purpose
  • Chip in ideas to develop new channels to communicate HR/Admin work and new polices

Supervision and Support

  • Lead, train, coach HR the HR/Admin assistant (Insurance) and receptionist to craft detailed plan to build capacity including performance objectives and development. Conduct performance evaluation for the subordinator timely.
  • Ensure the receptionist/HR Admin assistant (Insurance) replaced whenever vital.
  • Work on the career development plan of the subordinator
  • Ensure that the subordinator is working in a harmonized manner.
  • Follow up the implementation of improvement plan according to the feedbacks given at the time of mentoring or collected from Roving HR/Admin Manager.

HR Service and Administration:

  • Ensure updated workday database of national employee’s personnel data for Shire.
  • Review new employees contract agreement for Shire field office and ensure the new employees’ data is up to date on workday before the contract is approved.
  • Responsible for preparing monthly Shire field office payroll and maintaining payroll related documents and information are kept properly. Work with HR in the field to improve the information gap by using workday and HRMIS as a payroll information sources for Shire field office
  • Ensure Shire field office HR/Admin staffs prepare pension payment in timely manner.
  • Ensure pension payment in relation to the back payments should be prepared and paid in a timely manner.
  • Prepare back payments, payroll adjustment for open and definite period employees for Shire field office
  • Prepare severance payments for open and definite period employees
  • Ensure updated tracking for back payments and communicate them with HR focal person in Addis in timely manner.
  • Ensure Shire field office field HR/Admin staff prepare pension payment in timely manner. 
  • Ensure that all personnel documents for Shire field office staff are updated and maintained in the personnel files including ex-staff files. 
  • Assist in writing personnel letters as required (transfer, Promotion, increment, acceptance of resignation and others).
  • Work with logistics in identifying different service providers for HR/Admin department (e.g., hotels, travel agents, etc).   
  • Ensure to document all necessary & legal documents (VISA, Residence ID, work permit, camp Visit permit) fulfilled for expatriate/ staff.
  • Maintain update Shire Organogram. Check the Organogram weather it is in line with workday sup org.
  • Work on special personal projects assigned by Senior HR/Admin Manager in Shire or HR/Admin Coordinator in Addis.

Mid-Level and Senior Management Positions : Total Staff to Supervise :2

KEY WORKING RELATIONSHIPS:

  1. Internal: Finance Department and all IRC field offices.
  2. External: Relevant Government, Non-Government, and international organizations.

Job Requirements

  • University Degree or College diploma in Management, Business Administration, Accounting or related
  • Four years’ experience for degree holders and 3 years of experience for post grad in office administration and human resource.
  • 1 year supervision experience is plus.
  • NGO experience in Human resource is preferable
  • Strong o skills
  • Computer literate especially word and excel
  • Excellent in English both speaking & writing 
  • Local language Tigrigna is helpful
  • Ability to work under pressure
