Overview /Summary of Duties:

 Under the responsibility of the Operations Manager, the Explosive Ordnance Risk Education (EORE) Project Manager contributes to the implementation of Humanity & Inclusion’s mandate and strategy in Ethiopia. Specifically, she/he will support the scale-up of HIs risk education activities within the NW and Central zones of Tigray. The EORE team leader will be responsible for project and team management, coordination, reporting and budget management tasks under this stream of activity to provide life-saving messaging to affected communities on the hazards and risks associated with explosive ordnance contamination, and offer timely referral to services for victims.

Summary of Responsibilities: (list is not exhaustive and subject to additional duties)

 Supervises the timely delivery of project activities according to scheduled planning and timeframe

  • Develops work-plan, risk assessment and team movement plan to ensure timely delivery.
  • Oversees monitoring and evaluation responsibilities, including reporting and follow-up.
  • Manages project budget, including monthly forecasts, planning and supervision.
  • Facilitate and coordinate linkages between risk education and victim assistance activities, including establishing referral pathways and synergies with agencies and communities.
  • Oversee the selection, recruitment and training of EORE community focal points. 
  • Acts as key community and stakeholder liaison to facilitate activities and improve participation.
  • Establish working relationships with project stakeholders such as Government officials including national mine action authority, donors, international organizations and project implementers
  • With technical advisors, carries out quality assurance of project activities.
  • Maps and directs program activities as per the project plan and mission.
  • Liaises with communities impacted by explosive ordnance to conduct information gathering surveys;
  • Develop effective awareness-raising activities and training sessions with the project's target groups;
  • Conducts monitoring and evaluation activities such as pre and post-tests, case studies, and surveys;
  • Leads on coordination with partners, UNMAS and the mine-action AOR, including mandatory reporting.
  • Informs in a timely fashion his/her line-manager of any risks of delays in the implementation of activities;
  • Oversee HI community feedback and reporting mechanism, including timely follow-up and escalation.
  • Oversee data entry into IMSMA, and/or MA Database, of all MA field reports and returns.

Team management

  • Oversees staff management, performance reviews and appraisal process for each staff member.
  • Supports in the management of payroll, annual leave and recruitment processes.
  • Manages staff safety, security and wellbeing at all times.
  • Identifies gaps in staff capacity, develop training plans and capacity development plans.

Complies with the technical frameworks

  • Understands and complies with international and organizational standards (framework, protocols, tools, and procedures) related to the sectors of activity;
  • Understands and conducts projects activities in compliance with tools used by HI and forming part of the country strategy.
  • Understand and apply International Mine Action Standards (IMAS); ensure that Mine Action Organization Standard Operating Procedures (SOP) are in compliance with the IMAS and are conducting safe and effective operations.

By authority of his/her line-manager, represents HI at local level.

  • Meets with local authorities and leaders to keep the aforementioned abreast of HI’s activities and ensures continued acceptance of HI’s work;
  • Where relevant, identify potential local level collaborations or partnerships to extend and make more comprehensive HI’s EORE activities;

Education:

Bachelor's degree in project management, social sciences or Masters degree in conflict & development, or associated subject.

Experience / Skills:

  • Minimum of 3 years’ project management experience with NGO / UN agencies. 
  • Work experience in mine risk education, victim assistance.  
  • At least 1 years proven experience in facilitation of community training and capacity building activities.  
  • Proven coordination and relationship-building skills in communities
  • Skills / experience in data collection, reporting and analysis
  • Proven experience in developing curricula and adapting trainings
  • Excellent written and spoken Tigrinya & English is essential

  • High level of motivation, proactivity, dynamism and dedication to affected communities.
  • Confident with excellent interpersonal and intercultural skills
  • Ability to work under high pressure
  • Personifies and promotes the humanitarian principles and HI’s values and principles to the highest degree
