Terms of Reference (ToR) for preparation of ten years project journey

Introduction

Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and reregistered at Agency for Civil Society Organizations as Ethiopian development Organization with Certificate no. 0321 under the Proc. No. 1113/2019.

ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs envisioning an Inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.

ECDD has been implementing a project Disability Inclusive Sexual and Reproductive Health (SRH) for the last ten years in different phases with the support of the David and Lucile Packard Foundation to increase access and utilization of SRH services among persons with disabilities. The projects have been implemented through building the capacities of institutions, key decision makers and SRH service providers, Community Based Rehabilitation (CBR) workers and persons with disabilities and their organizations.

ECDD has done a lot in disability inclusive capacity building, increase SRH service demand and utilization and accessibility modifications in different project areas and for different stakeholders.

Hence ECDD is looking for competent company/ individual to develop a ten years project journey (2012-2021GC.) document and documentary from current and former project implementation towns.

Deliverables

Potential consultant will visit all the project places stated below

• Project title: Access FP/RH services for Women, girls and youth with Disabilities;

Project target places: Dessie, Gonder, Jimmia Addis Ababa;

Implementation period: 2012-2014

• Project title: Promoting Disability Inclusive FP/RH Services Right;

Project target places: Jimma, Nekemte and Agrro;

Implementation Period: 2014-2016

•  Project title: Technology Supported Inclusive Health Services for Person with Disabilities;

Project target places: Adama, Batu and Shashemene;

Implementation Period: 2017-2019;

•  Project title: Promoting Disability Inclusive Sexual Reproductive Health Rights for Person with Disabilities;

Project target places: Addis Ababa, Federal and System level;

Project Implementation Period: 2019-2022;

In the above project places, ECDD has been a partner with key partners: OPDs, health facilities, different government offices.

By visiting the project areas, systematically reviewing the annual plans and reports, analyzing various events (meetings, consultations, trainings, workshops, social mobilization campaigns, etc), interviewing relevant stakeholders and program staff members both at field and head office; the consultant is expected to: 

• Provide a detailed inception report, indicating the methodologies that will be used for documenting the key achievements, good practices and lessons learned.  
• Draw key achievements, lessons learned and best practices; stories and photographs from the key informant interview and review of relevant documents.
• Submit the final documentation output both in hard and soft copy in English.

Contents

The final project journey document is expected to have both narrative and short documentary video on:

• Overall goal of the project with its background
• major outcomes of the project and its impact in the specified period and location.
• The strengths, challenges and opportunities (available or created) in the project
• Case stories from selected person with disabilities and health service providers together with captivating quotations and photos to represent the story
• Testimonies of important stakeholders in the project areas that represent project impact.
• Overcoming of challenges faced in the entire journey of the project 

Job Requirements

Eligibility and Application Requirements

Consultants having the following competencies/skills and capacities, are eligible to apply for this short-term service:

• Profound knowledge on disability and disability inclusion
• Strong prior experience in documentation of best practices and lessons and case stories
• Have a valid license and vat certificate
• Are committed to meet the deadlines, are equipped with enough resources and qualified professionals to make necessary logistical arrangements and accomplish the work
• Proficiency in written and spoken English
