INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE JOB

Under the supervision of the Protection Team leader and the guidance of the protection officer, the protection assistant will engage in the implementation of protection activities within the project framework focused on addressing the protection need of Eritrean refugees settled in Addis Ababa. The Protection Assistant will engage in protection monitoring activities in particular protection data collection and encoding, engage in the referral of individuals with a specific need to relevant services including individual protection assistance, and conduct community awareness raisings on identified protection risks. Additionally, the position is expected to contribute to other protection activities that DRC is implementing within the project framework according to their capacity and direction from the Protection Team Leader. 

RESPONSIBILITIES

Programming & Operations

  • Conduct protection monitoring activities in assigned areas based on the guidance of the protection officer;
  • Contribute to the review and revision process of protection monitoring tools – FGD, KII, and site observation forms;
  • Collect protection monitoring data by utilizing FGD, KII, and site observation forms; 
  • Provide referral service to individuals with a specific need to relevant services including individual protection assistance;
  • Regularly monitor beneficiaries’ access to service, the effectiveness of referral service, and the contribution of referrals and individual protection assistance on addressing protection risks for individual cases;
  • Conduct community awareness-raising and information dissemination on identified protection risks and prevention and mitigation strategies;
  • Adhere to Ethical data collection and data protection protocols throughout the protection monitoring process; 
  • Ensure proper documentation of activities conducted under the position as a means of verification to measure project progress, effectiveness, and efficiency; 
  • Carry out any additional protection activities as assigned from the protection team leader and protection Manger;

Reporting

  • Prepare and submit a comprehensive report as required on activities conducted under the responsibility of the position.

Coordination

  • Represent DRC in engagement with the target community and their representatives, local gov’t structures and humanitarian agencies operating in the target area with the guidance and leadership of the protection team leader and protection officer;
  • Collaborate with DRC country protection program, Ethiopia migration program, and other DRC sectorial programs towards integrated programming;

Experience and Technical Competencies:

  • Diploma in law, psychology, social work, or other relevant field from a recognized institution.
  • Minimum of 1 year experience, with experience in the field of protection in a humanitarian response working for an international NGO, UN agency or relevant ministry or local authority;
  • Experience conducting protection monitoring, protection assessment, case management service for people of concern, and/or facilitating community consultations and awareness-raising sessions;
  • Basic understanding of ethical data collection and practice cultural sensitivity; 
  • Demonstrate strong interpersonal skill and ability to maintain working relationships across the organization and with stakeholders;
  • Integrity, strong work ethic, and ability to consistently meet deadlines under pressure;
  • Commitment to learning and implementing organizational policies and procedures;
  • Basic understanding of Microsoft Office.
