INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

RESPONSIBILITIES

Management

  • Support the recruitment of protection staff throughout the written test and interview process;
  • Manage and provide leadership to protection team under the project including planning performance, well-being, and development;
  • Build the capacity of the protection team through facilitation of general and sector-specific training, mentorship and coaching to ensure effective project implementation and adherence to DRC’s code of conduct, working procedures, and humanitarian principles;
  • Provide direction to and monitor staff in their daily work and implementation of their assigned roles to ensure adherence to work plans and quality standards.

Programming and operation

  • Develop detailed implementation plan for the project and ensure project activities are delivered on- time, within scope, and budget;
  • Oversee the implementation of protection and MHPSS activities including protection monitoring, individual protection assistance, legal aid, protection information dissemination, life skill and youth mentorship, individual and group PSS, and safe space.
  • Ensure the quality of protection intervention is in accordance with international protection standards and DRC’s protection standard operating procedure, and in line with DRC Ethiopia’s protection strategy;
  • Develop project procurement plan and ensure timely procurement in coordination with DRC supply chain department;
  • Collaborate with DRC M&E department on performance and indicator tracking and project monitoring;
  • Ensure efficient financial management and up-to-date financial reporting in collaboration with DRC’s finance team;
  • Follow up the maintenance of accurate and comprehensive files of project activity records/ means of verification and other relevant documentation;
  • Engage with country office protection information management team to ensure information management systems are in place to collect, store, and analyze protection monitoring data per standard;
  • Ensure adherence to ethical data collection and data protection and sharing protocol.

Reporting

  • Compile project report according to DRC internal and donor requirements; 
  • Ensure timely reporting from the project team, review quality and accuracy of reports and provide feedback as needed;
  • Analyze protection monitoring data and prepare a comprehensive report;
  • Contribute up to date on project progress to support reporting to relevant coordination mechanisms.

Coordination

  • Collaborate with Ethiopian Migration Program and DRC’s country-level protection and other sectorial programs to ensure coordination and synergy for integrated programming;
  • Liaison with key government stockholders and partners towards achieving project objectives.

Experience and Technical Competencies:

  • Bachelor’s degree in law, psychology, social work, or other relevant fields from a recognized institution.
  • Minimum 3 years of working experience with international NGO, UN agency or relevant ministry or local authority in protection sector is required;
  • Additional experience in direct implementation of protection services (MHPSS, legal aid, case management) is highly desirable; 
  • Experience in humanitarian response with a particular focus on refugee/IDP protection;
  • Strong leadership and Staff management skills
  • Expertise in project cycle management
  • Full proficiency in Microsoft Office
  • Strong analytical and writing skills, with the ability to produce the well-written documents
  • Integrity, strong work ethic, and ability to consistently meet deadlines under pressure
  • Strong planning, organization and problem-solving skill with the ability to work both independently and within a team in a demanding work environment
  • Commitment to learning and implementing organizational policies and procedures
