Title: Protection Officer - Monitoring

Location: Addis Ababa

INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE JOB

Under the supervision and guidance of the Protection Team Leader, the protection officer will engage in the implementation of protection activities within the project framework. The protection officer will take leadership role in implementing protection monitoring activities through provision of guidance and leadership to protection assistants engaged in protection monitoring activities and by engaging in direct collection of data, contribution to data analysis and reporting, and referral of individuals with specific need to relevant services including individual protection assistance. Additionally, the position is expected to contribute to other protection activities that DRC is implementing within project framework according to their capacity and direction from the Protection Team Leader. 

RESPONSIBILITIES

Programming & Operations

  • Develop a work plan for the implementation of protection monitoring activities within the framework of the project;
  • Carry out protection monitoring activities according to work plan and allocated budget in accordance with protection standards and the guidance of the protection team leader;
  • Contribute to the review and revision process of protection monitoring tools – FGD, KII, and site observation forms;
  • Collect protection monitoring data by utilizing Kobo toolbox;
  • Provide referral service to individuals with specific need to relevant services including individual protection assistance;
  • Engage in developing and implementing local advocacy plan and/ or response plan according to the finding of protection monitoring with the leadership of protection team leader;
  • Conduct community awareness raising and information dissemination on identified protection risks and prevention and mitigation strategies;
  • Coordinate the logistics and smooth movement of staff engaged in protection monitoring;
  • Coordinate with finance, supply chain, administration, and any relevant department to ensure the smooth flow of protection monitoring activities;
  • Conduct regular monitoring of level of service provision in target area and report on finding;
  • Ensure the adherence to Ethical data collection and data protection and data sharing protocols throughout protection monitoring process; 
  • Carry out any additional protection activities as assigned from the protection team leader and protection manger;

Reporting

  • Contribute in the preparation of regular protection monitoring reports according to project requirements;
  • Prepare and submit report on progress on protection monitoring activities to protection team leader; 
  • Ensure that project activities are properly documented and reported;

Coordination

  • Represent DRC in engagement with the target community and their representatives, local gov’t structures, humanitarian agencies operating in the target area with the guidance and leadership of the protection team leader;
  • Collaborate with DRC country protection program, Ethiopia migration program, and other DRC sectorial programs towards integrated programming;

Job Requirements

  • University degree in law, social work, social science or other relevant field from a recognized institution.
  • Minimum of 2 years’ experience in an entry to mid-level position, with experience in the field of protection in a humanitarian response working for an international NGO, UN agency or relevant ministry or local authority;
  • Experience in conducting protection monitoring and protection assessments;
  • Technical understanding of core protection concepts, prevention and response strategies in line with best practices and ethical data collection and data protection protocols
  • Proven record of planning and facilitating community awareness sessions, trainings, and workshops in protection related topics
  • Experience in identifying and responding to needs of particular vulnerable individuals of people of concern based on protection risks, age, gender, and diversity analysis, and/ or other criteria
  • Strong planning, organizational, analytical and problem-solving skills with the ability to work both independently and within a team;=
  • Integrity, strong work ethic, and ability to consistently meet deadlines under pressure
  • Commitment to learning and implementing organizational policies and procedures
  • Full proficiency in Microsoft Office, including Word and Excel; proficiency in Kobo and other data collection/analysis tools desirable
