INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

PROJECT BACKGROUND

The Danish Refugee Council (DRC) is implementing the Ethiopia Migration Programme (EMP), a UK-funded programme to make migration safer and protect would-be migrants and refugees from unsafe irregular migration through and from Ethiopia.

OVERALL PURPOSE OF THE ROLE:

The Resilience and Integration Coordinator (R&I Coordinator) will design, develop and manage the resilience and integration component of the programme under the supervision of the Component Lead (CL). The R&I Coordinator will be responsible for designing, contextualising and managing the delivery of the activities under his/her portfolio, ensuring excellent quality and Value for Money in all activities. The R&I Coordinator will coordinate field team staff in the delivery of activities. Furthermore, the R&I Coordinator oversees the work of technical experts, including short term technical assistance (STTA) to enhance the design and delivery of EMP activities. 

RESPONSIBILITIES

  • Under the direction of the Component Lead (Resilience and Integration) develop activity sheets, workplan and associated activity-based budgets (ABB) for the Resilience and Integration Component activities.
  • Design and develop new programme activities under the integration component under the supervision of the Component lead. The R&I Coordinator will be the “go-to” person within EMP on several activities, especially mentorship with refugees and returnees.
  • Implement and continually improve appropriate monitoring and evaluation systems; analysing results to ensure and enhance programme effectiveness and quality.
  • Ensure the quality, clarity and consistency of technical components of internal and external reports (e.g. programme reports, sit-reps, internal updates).
  • Provide technical assistance to programme implementation team to achieve the greatest impact toward programme goals and objectives
  • Manage a team of technical experts, including STTA, in the design and delivery of programme activities.
  • Contribute to cross-cutting themes of learning and adaptive management, documenting learning and adjusting programming to reflect an evolving context.
  • Prepare quarterly programmatic reports on all resilience and integration outputs of the programme.
  • Maintain good working relationships with officials, government ministries, implementing partners and international and local NGO community, where necessary; and
  • Represent the programme at internal and external meetings and different fora as requested by the COP and CL.

Job Requirements

Experience and Technical Competencies: (include years of experience)

  • A minimum of 5 years’ experience working in international development and/or humanitarian programming particularly in the area of livelihoods, resilience building and integration of returnees and refugees with host communities
  • Experience in working with government counterparts and other partners at various levels - federal to district. This includes technical support, capacity-building and coordination.
  • Strong project management experience, including resource management, work planning, implementation oversight and periodic review, and compliance management
  • Excellent understanding of the migration sector in Ethiopia, particularly in the area of refugee and returnees integration/reintegration
  • Significant experience in training, capacity building, and mentoring
  • Experience working on DFID and/or FCDO funded programs
  • Highly diplomatic with excellent political awareness and understanding
  • Robust analytical and problem-solving skills
  • Demonstrated experience of diverse team management
  • High-level communications and interpersonal skills
  • A demonstrated ability to build and maintain relationships with governments, donors, partners, local organizations, and other stakeholder

Education (include certificates, licenses etc.):

  • Bachelor's Degree in development studies, sociology, international development, economics or other relevant field.

Languages: (indicate fluency level)

  • Excellent verbal and written English.
  • Fluency in Amharic
  • Other local languages a plus
