Brief introduction

 REACH Ethiopia is a non-profit local organization established and registered as an Ethiopian Residents Charity. It strives to contribute for community development through implementation of innovative and targeted project interventions to deliver quality health services for disadvantaged communities. Since its establishment in 2013, REACH Ethiopia has implemented community-based TB care interventions and integrated health service projects in Sidama, SNNP and parts of Oromia Regions.

REACH Ethiopia in collaboration with Ministry of Health is currently implementing USAID funded Urban TB LON Activity in 3 largest cities of the country; Addis Ababa, Harari and Dire Dawa. The goal of the project is to contribute to regional effort to achieve END TB 90(90)90 milestone set for 2023 by increasing the quality, access, utilization, and sustainability of TB services in the project implementation area.

Purpose of the position (general)

Senior Community, Human Right and Key Population Technical Advisor will provide technical support and leadership on designing, implementation and monitoring of community TB care activities, KAP interventions and human rights-based -responsive approach to TB prevention and control activities. S/he will support TB survivors Civil Society Organizations (CSOs) on Urban community TB activities and will also be responsible for planning, execution and overseeing the successful implementation of Active TB Case finding (ACF) to achieve its intended goal in the implementation areas.

S/he serves as a technical expert who will provide capacity building and technical support to the Health Bureaus, sub-city health offices and project technical experts. He/she will coordinate trainings, supervisions and review meetings in collaboration with Health Bureaus; specific to the job and when necessary. 

Answerability and Position in the organization

The Senior Community, Human Right and Key Population Technical Advisor reports to the Senior TB Technical Lead.

Purpose of the position (general)

  • Lead the designing modalities of urban community TB implementation including standardized operating procedures with specific roles and responsibilities of all actors of urban community TB care (UHEWs, HDAs, TB Survivors’ associations, and iddirs) in community TB and KAP interventions;
  • Provide technical assistance in establishing lasting linkage of UHEPs and other community structures such as ‘iddirs’ for urban community TB program implementation;
  • Support TB survivors’ Civil Society Organizations (CSOs) on Urban community TB activities;
  • Provide technical assistance in the orientation/Sensitization of key community-level implementers of urban TB care (UHEWs/Family Health Team);
  • Support FHT community level activities; integrate TB case finding in FHT outreach activities, monitor FHT CTBC activities and build the capacity of FHT/UHEPs;
  • Coordinate the planning, alignment, implementation, and continuous monitoring of CTBC and KAP interventions;
  • Lead the introduction of community level TPT provision and active TB contact screening activity;
  • Initiate differentiated TB treatment services in the community and ART DIC sites;
  • Lead the introduction of Differentiated Service Delivery approach for improving TB treatment adherence at community level using volunteers (peer to peer support) and Digital Technology;
  • Technically support mapping and prioritization of key populations in urban settings (urban slum areas, shelters for elderly and orphans, homeless and others) for scheduling and targeted interventions;
  • Coordinate and build the capacity of health and community workforce on active TB case finding
  • Technically support Integrated Refresher Training and planning session;
  • Document and share best practices in community TB care and KAP interventions;
  • Support the development of structured advocacy, communication, social mobilization (ACSM) and demand creation strategy development through collaboration with existing USAID projects;
  • Support the development of Recording and Reporting (R & R) tools for community TB care and KAP interventions;
  • Provide technical support for project field staffs and sub-city health offices TB/HIV officers;
  • Support Multisectoral TB response ranging from advocating TB as public health agenda in all relevant sectors outside of Health to the integration of minimum packages of TB preventive, promotional, therapeutic, and care intervention;
  • Take an active part in the project issue/risk management process, by contributing to the identification and prioritization of existing and potential issues and risks, and helping to develop local level strategies and controls to mitigate these;
  • As per the project reporting requirement, timely compile reports, best practices and communicate to project TB Technical Lead;
  • Assist in conducting the operational research under the project;
  • Undertake other responsibilities as assigned by the supervisors

Job Requirements

Qualifications:

Education

  • BSc in public health or any health-related field and Masters’ Degree in Public Health or equivalent

Experience

  • Minimum 5 years, post qualification experience including working in TB control at national or sub-national level;
  • Knowledge and experience in TB program management and implementation especially with urban TB program;
  • Knowledge and experience of community TB works;
  • Experience in capacity development of local NGOs and government counterparts regarding TB program management

Behavioral competencies and skills

  • Good interpersonal skills with experience in networking with partners at all levels (government, NGOs and local community-based organizations);
  • Fluency in written and spoken English and Amharic is required;
  • Computer literacy; competency with Microsoft Office, internet and email systems;
  • Ability to work independently as well as in collaboration with colleagues and partners;
  • Willing to locate in Addis Ababa and travel frequently within the project implementation areas
