Job Description

The position holder will lead the social marketing activities of the Menstrual Health and Hygiene – Development Impact Bond (MHH-DIB) Project at the national and regional levels. S/he will oversee and coordinate the planning, implementation and M&E of social mobilization/marketing and community/school outreach and capacity development activities of both pillar 1 (Advocacy & Awareness raising) and pillar II (Production and Distribution of materials) informed by the findings of different assessments conducted by the project. S/he will work closely with private sectors/suppliers/distributors; coordinating supply, demand and awareness related assessments as well as development of different learning materials. S/he will provide close support for the local implementing partner staff in terms of high level coordination, capacity building and planning.

Under the overall supervision of the WATER + Program Coordinator and technical guidance of the MHH-DIB project manager and international advisors, S/he will work closely with the MHH-DIB project team members, implementing partners and government stakeholders. The incumbent will be responsible but not limited to the following tasks:

Outreach and Social Marketing:

  • Develop and implement cultural friendly, gender transformative, and evidence based social marketing and outreach activities.
  • Coordinate and lead the development of key messages and themes for the MHH-DIB mass and targeted communication campaigns.
  • Lead on the development and utilization of different media outlets such as social media, radio, television and a dedicated website.
  • Coordinate the collection and review of the existing MHH focused IEC/BCC materials and build on these as the project develops its’ own key messages.
  • Lead on the design, development, pre-test, production and distribution of mass and targeted awareness materials including fliers, sign boards, radio and TV spots, drams, etc.
  • Develop, implement and manage the project’s social media strategy; and manage and oversee social media content
  • Ensure the timely distribution of mass and targeted communication materials to the target audience, local partners, schools, and other outreach groups such as HDAs, HEWs, religious leaders and influential people.
  • Play a key role in mobilizing target groups for MHH good practice and product demand creation.
  • Ensure the follow-up and the update of the supply chain assessments for different types of sanitary products.
  • Liaise with MHH product importers, manufacturers, distributors, wholesalers and retailers at national and local levels to engage them in social marketing processes.
  • Support and ensure school shops and/or other nearby retail locations (e.g. pharmacies, cosmetics shops) sell and restock a range of MHH products linked with producers and suppliers.

 Capacity Development:

  • Provide expert advice and build core capacities of project and partner staff in areas of social marketing and mobilization.
  • Provide support and guidance to program staff to understand the technical requirements of social marketing that promote and support behavioral and demand creation activities among the targeted audience.
  • Provide technical assistance to strengthen the capacity of local partners in implementing community outreach and social mobilization activities.
  • In close collaboration with the MHH-DIB project manager, project team, Implementing partner’s Health Officer and relevant government office staff, coordinate the design and delivery of trainings to the different target groups such as school children, factory workers, VSLA groups, etc.

Networking:

  • Maintain smooth operational relationships with government and other partners working on MHH; especially those operational in Adama town and peripheries.
  • Actively participate and contribute to local and national MHH related events.
  • Build and promote partnership with MHH product importers, manufacturers, distributors, wholesalers and retailers at national and local levels.
  • Ensure market linkages are created to sustain supply of MHH materials/menstrual products in the project intervention area.

 Monitoring and Evaluation

  • In collaboration with the Senior M&E Advisor, monitor the quality and effectiveness of MHH-DIB project community outreach and social mobilization interventions.
  • In collaboration with the implementing partners, measure the success of every social media campaign.
  • Contribute to the development of tracking system for MHH kit distribution and use.
  • Oversee and supervise the delivery of mass and targeted awareness raising message and ensure that all materials are consistent with CARE’s and that of Donor’s Strategy.
  • In collaboration with the Gender and Economic Strengthening Advisor, ensure the timely collection, encoding and analysis of monitoring data for gender equity and other agreed variables.
  • Contribute to quarterly, semi-annual and annual project progress reports.

 Others

  • Contribute to the development and dissemination of policy and learning briefs.
  • Actively participate in all other project activities such as planning and monitoring, learning events, etc.
  • Perform any other tasks as assigned

Job Requirements

QUALIFICATIONS (KNOW HOW)

Training/Education

Required

  • Bachelor's degree in Marketing or marketing related fields such as journalism, public relations, and business related majors
  • Desired: MA/MSc in Marketing or marketing related fields such as journalism, public relations, and business related majors

Experience

Required:

  • 5 years of relevant experience with the first degree and 4 years of relevant experience plus post graduate degree in social marketing and community outreach.
  • Knowledge of WASH and MHH sectors is a plus
  • NGO Experience

Technical skills

  • Excellent communication and interpersonal skills
  • Fluent spoken and written English, marketing, relationship building, community management, writing ability, strategic thinking, content curation, flexibility, project management and report writing skills
  • Tools such as Microsoft word, Excel and Power Point and graphic design tools such as Adobe Photoshop or Adobe Illustrator to create designs
