CONSULTANT- GENDER AND DISABILITY BARRIER ASSESSMENT AND ANALYSIS in Oromia Region in the three zones (Bale, Jimma and West Shewa); Advancing Integrated People Centered Eye Care (A-IPEC)

The Fred Hollows Foundation (The Foundation) is a secular non-profit international NGO based in Australia, which was founded in 1992 by eminent eye surgeon Professor Fred Hollows. The Foundation focuses on strengthening eye health systems and the treatment and prevention of avoidable blindness caused by Cataract, Trachoma, Diabetic Retinopathy, and Refractive Error. The Foundation operates in more than 25 countries across Australia, Middle East, South and Southeast Asia, and Africa. The Foundation was named The Australian Charity of the Year 2013 in the inaugural Australian Charity Awards.

In Ethiopia, The Foundation has been working with the Ministry of Health (MOH) and Oromia Regional Health Bureau to reduce the backlog of blinding trachoma by 70% and expanded coverage of trachoma elimination programmes to all endemic rural districts in Oromia. The Foundation has worked alongside the Oromia Regional Health Bureau (ORHB) and provide more than 130,000 Trachoma surgeries, to reach over 25 million people with over 90 million doses of antibiotics treatment in the Oromia region. During the same period, 7.1 million people benefited from improved access to water, hygiene, and sanitation (WASH) crucial for sustainable elimination of trachoma.

As the existing eye health care delivery is very limited in distribution across the country and maldistribution of eye health services, and where services exist, they may be poorly integrated. Above all functioning services are also suffering with inadequate human resources, infrastructure and overall resource shortages. Majority of marginalized groups of our society such as persons with disabilities and vulnerable girls/ women are quite forgotten (left behind) in getting access to general health care services including eye care as compared to others mainly due to various kinds of barriers. This situation violets the basic principle of Agenda 2030 (i.e., Leave No One Behind). To address this unequal access to eye health services for these sections of the society, a starting point should be to carry out a comprehensive assessment/ analysis of their barriers to get access to eye health services, which will be followed by designing appropriate intervention plan to address such barriers and make their full access to eye health services.

The Fred Hollows Foundation is taking one step forward to contribute to the reduction of avoidable blindness in Ethiopia aligned with the global eye care service delivery model Integrated People Centred Eye Care (IPEC). IPEC is defined as services that are managed and delivered so that people receive a continuum of health intervention in all aspects of proportions, prevention, treatment and rehabilitation.

The project receives financial support from the Australian Government NGO Cooperation Program. Gender equity and disability inclusion is considered as one of the priority areas of this project. Hence FHFE seeks the service of a consultant/ consulting firm to undertake Gender and Disability Barrier assessment and analysis in Oromia region in the three zones (Bale, Jimma and West Shewa Zone).

PURPOSE OF THE ASSESSMENT

The purpose of this assessment is to Identify gender gaps and barrier particularly for women, girls and people with disabilities, in terms of accessing eye care health services, the assessment will be conducted in some selected districts and in partners hospital with close collaboration of FHFE staff and Zonal health offices.

Job Requirements

About the Position/ Consultant

This evaluation will be contracted to an independent evaluator or team who will work closely with The Foundation staff during the design and implementation of the evaluation. The Foundation seeks to engage the services of an independent registered organization, who have following experiences and expertise in project/program baseline assessment.

About You! The consultant or team lead must have:

Post-graduate degree in social sciences, gender studies, Special education, human rights, or another relevant field.

Experience

  • Relevant publications or field reports demonstrating capacity and expertise in gender studies and disability Inclusion
  • Minimum of 5 years of experience in coordinating and administering research studies, with a strong focus on qualitative research on gender analysis and disability assessment, preferably for international non-profit organizations or multilateral agencies.
  • Demonstrated experience in facilitating FGDs and conducting KIIs
  • Knowledge of gender equality and disability inclusion issues, policies and services systems in Ethiopia
  • Fluency in English and local languages in the study area (spoken and written)
  • Oromifa language speaker preferable
  • Excellent writing and editing skills
  • Ability to produce high quality work under tight timeframes

Applications for the consultancy must include the following: 

  • Technical Proposal (not more than 5 pages) clearly demonstrating a thorough understanding of this ToR and demonstrated previous experience in coordinating and administering studies of a similar nature, including experience with qualitative research and gender equality and disability assessments. The technical proposal should also include a proposed timeframe detailing activities and a schedule/work plan
  • Curriculum Vitae of applicant outlining relevant experience
  • Financial proposal with a detailed breakdown of costs for the study, including consultancy fees, field data collection expenses, transportation cost to the field and back costs and other administrative expenses
  • Names and contact information of three references who can be contacted regarding relevant experience
  • A copy of previous reports of a similar nature undertaken
