The Fred Hollows Foundation (The Foundation) is a secular non-profit international NGO based in Australia, which was founded in 1992 by eminent eye surgeon Professor Fred Hollows. The Foundation focuses on strengthening eye health systems and the treatment and prevention of avoidable blindness caused by Cataract, Trachoma, Diabetic Retinopathy, and Refractive Error. The Foundation operates in more than 25 countries across Australia, Middle East, South and Southeast Asia, and Africa. The Foundation was named The Australian Charity of the Year 2013 in the inaugural Australian Charity Awards.

In Ethiopia, The Foundation has been working with the Ministry of Health (MOH) and Oromia Regional Health Bureau to reduce the backlog of blinding trachoma by 70% and expanded coverage of trachoma elimination programmes to all endemic rural districts in Oromia. The Foundation has worked alongside the Oromia Regional Health Bureau (ORHB) and provide more than 130,000 Trachoma surgeries, to reach over 25 million people with over 90 million doses of antibiotics treatment in the Oromia region. During the same period, 7.1 million people benefited from improved access to water, hygiene, and sanitation (WASH) crucial for sustainable elimination of trachoma.

Despite these achievements, little was done on comprehensive eye care including cataract, and hence Comprehensive Eye care project is designed to address some of such gaps in Oromia region. The purpose of the Comprehensive Eye Care project was to strengthen the capacity of Oromia Regional Health Bureau (ORHB) to effectively coordinate, manage and resource comprehensive eye health services; and to increase access to quality and comprehensive eye care service for rural communities in the region. The CEC project is directly implemented by partner hospitals located in the western, southern, and central parts of Oromia region with the support of FHFE.

PURPOSE OF THE EVALUATION

The purpose of this evaluation is to assess the effectiveness, impact of the CEC project and the contribution of the project towards sustainable health system strengthening. The finding of the evaluation will be shared as lesson for the subsequent project design in the foundation and communicated to the primary and secondary audiences of the project. This project evaluation will be undertaken by independent evaluation consultant as per the Policy of the Foundation 

Job Requirements

About the Position/ Consultant

This evaluation will be contracted to an independent evaluator or team who will work closely with The Foundation staff during the design and implementation of the evaluation. The Foundation seeks to engage the services of an independent registered organization, who have following experiences and expertise in project/program evaluation.

About You! The consultant or team lead must have:

Master’s degree or equivalent in Public Health, Monitoring and Evaluation, Business Management, Development studies, Economics, Public Policy, International Program Planning & Development, International Relations/ Diplomacy, or other relevant subject.

Experience

  • Minimum 10 years of experience in public health and/or health program management, evaluations of health projects and working with INGOs, Bilateral and Multilateral organizations, Company / firm profile
  • A copy of the organization’s certificate of registration, tax registration certificate and work license
  • Details of experience in health sector, development sector and at least two recommendation letters from past employers /principals for satisfactory and timely completion of similar job
  • Practical experience of advising national and provincial governments on designing and implementing large scale projects or initiatives.
  • Demonstrated experience in program evaluation within the Ethiopia health system.
  • Demonstrated experience planning and implementing final project evaluations.
  • Demonstrated competence in managing quantitative data
  • Proven track record of conducting qualitative research including the development of interview questions and qualitative data analysis.

Skills

  • Strong skills in data analysis and use of different data analysis tools
  • Experience of project design, development, and evaluation
  • Demonstrated skills in designing evaluations and using different tools and techniques to collect data e.g. FGD and IDI etc.
  • Excellent written and English skills required or excellent analytical, writing and presentation skills
  • Strong interpersonal and communication
