Transform: Primary Health Care Activity is a USAID- funded health program. The program is implemented by a consortium of organizations led by Pathfinder International, which includes: JSI Research & Training Institute, Inc. (JSI), Abt. Associates, EnCompass LLC, Malaria Consortium, and Ethiopian Midwives Association in collaboration with local government partners. USAID Transform: Primary Health Care (T/PHC) Activity is working to contribute to health sector actors to respond in preventing child and maternal deaths (PCMD). It focuses primarily in the areas of maternal, newborn, and child health (MNCH); family planning (FP) and reproductive health (RH); and malaria within Ethiopia’s regions of Amhara; Oromia; Southern Nations, Nationalities, and People (SNNP), Sidama; and Tigray.

In the framework of TRANSFORM: PHC Activity, Pathfinder International/Ethiopia (PI/E) now invites all contractors of Category (GC-5 and BC-5) and above with license valid for the current year and eligible for the Bid for the construction of Delivery block and related works in different health centers in Oromia Region under the following contracts: -

Lot 9: - Kilenso Mokonisa & Mega health centers in Oromia Region

Lot 10: - Debeso health center in Oromia Region

Lot 11: - Arda Gelma health center in Oromia Region

Lot 12: - Nopa health center in Oromia Region

Tender documents for all lots can be collected and bidder may participate for one or more lots. However, the employer may evaluate and compare bids and award on the basis of one or more lots to arrive at the best economic offer by taking into account the technical and financial offers provided as well as bidder’s previous experience to accomplish similar type of work within the contract time. Hence, contracts may be awarded for more than one lot for a single bidder according to the evaluation result. Similarly, contract may be awarded for one lot for a single bidder even though the cumulative evaluation score is higher for multiple lots for the same bidder.

All bids must be accompanied by a Signed Bid Form and Bid security of 2% of the total bidder’s offer. The bid security shall be payable on demand to the employer and must be in form of Bank CPO and must be addressed to PATHFINDER INTERNATIONAL/ ETHIOPIA.

Bids will be opened in the presence of bidders or their authorized representatives who choose to attend on November 19, 2021 at 10:00 A.M.

Job Requirements

Sealed, signed and stamped envelops containing the offer for completing of all works as illustrated and described in the tender document shall be delivered in the following manner: -

• A first sealed, signed and stamped envelop marked “Bid security” carrying contractor’s bid security
• A second sealed, signed & stamped envelope marked “Financial Offer” carrying the original and one copy of the financial documents sealed, signed and stamped in separate envelops and labeled “Not to be opened with the Technical Document”
• A third sealed, signed & stamped envelope marked “Technical Offer” carrying the original and one copy of the technical qualification documents sealed, signed and stamped in separate envelops
• A fourth sealed, signed & stamped envelope marked “Bid Offer” carrying all the above three envelops

All envelops shall bear the Bidder name, the bid reference number, Project name and Lot Number

How to Apply

 A complete set of bidding documents can be collected via e-mail upon submitting of interest letter,

copies of tax payer registration certificate (TIN), Renewed trade license and registration, renewed certificate of construction license starting from October 28, 2021 to ET_Procurement@pathfinder.org with a subject title ‘ITB- Facility Renovation Phase 2-Oromia - RB’.

All bids shall be delivered on or before November 18, 2021 at 11:00 A.M. to the address stated below

NB: The employer reserves the right to accept or reject any bid and annul the bid process and reject all bids at any time prior to award of the contract, without thereby incurring any liability to the affected bidder or bidders.
