ToR to Provide Safeguarding Capacity Development Training for OPDs, CSOs and Other Key Stakeholders and Development of Training Manual/Guideline

Introduction

The Leprosy Mission (TLM) is a leading international Christian Organization with over 147 years of experience, active in over 30 countries, working towards the vision of “Leprosy Defeated, Lives Transformed.” In Ethiopia, TLM-Ethiopia is involved in leprosy, disability and socio-economic related activities. TLM Ethiopia seeks to empower Persons affected by Leprosy and Persons with Disabilities to increase their capacity and dignity. As legal entity, TLMI-E re-registered according to the Federal Democratic Republic of Ethiopia Agency for Civil Societies Organization Proclamation 1113/2019.

Background

We are able! Is a five-year consortium project. The project objective is to successfully influence laws, policies, practices and norms for improved food security for all through engagement with public authorities (formal and informal power holders), men, women, youth with disabilities and other excluded group through resilient and capable local CSOs/OPDs in Ethiopia. The project has been implemented in four woredas of East Hararghe zone in Oromia Regional State, Dire Dawa city administration, Harari regional state and three sub cities of Addis Ababa city administration.

The project is implemented through three path ways for change: Community Mobilization, Strengthening Civil Society Organizations / Organizations of persons with disabilities and engaged public authorities path ways which lead to a situation where Persons with disabilities, through OPDs/CSOs, are capable of conducting effective lobby and advocacy and actively engage with (in)formal public authorities and other relevant stakeholders to influence laws, policies, norms and practices, resulting in better food security for persons with disabilities. Reaching the strategic objective paves the way to change in laws, policies and norms among public authorities and other societal actors to acquire access to productive resources for all (medium-term impact). Inclusive laws, policies, practices and norms lead to inclusive access to productive resources for all (long term impact) and in the end ensure that laws, policies and norms have an impact on improving people’s lives (Project ultimate goal).

Under the community mobilization interventions are geared toward mobilizing, engaging and capacitating Person with disabilities and community members to organize and self-advocate, create attitudinal change on household and community level and removing stigma around Persons with disabilities; particularly work on improving food security for household with Persons with disabilities. With this reason under the pathway 2 local and inclusive OPDs/CSOs are actively involved, legitimate and have more ownership in lobby and advocacy at all level to able influence the gender sensitive local inclusion agenda and improve equal right and access to productive resource for all through capacity development of OPDs/CSOs, resilience building of OPDs and Lobby and advocacy.

Objective of the assignment

  • To increase awareness and understanding of safeguarding Concept and how to apply safeguarding and protection of everyone who we work with, including staff, beneficiaries, volunteers, part-timers/consultant, contractors, staff from partner organizations; etc.
  • To prepare a standard and comprehensive training manual/guideline which will be used by at local levels by OPDs/CSOs, and other key actors.

Scope of Work 

  • Preparation of contextualized and generic safeguarding training manual which will be used at local level and national level.
  • Creation of methodology and training schedule and facilitate a two days training on safeguarding for selected OPDs/CSOs from the intervention areas.
  • Backing the training participant how to sensitize safeguarding concept in lobby and advocacy practice
  • Conduct a pre and post-test survey and a post-training evaluation with checklist of mentorship and coaching
  • Prepare post training report the key outcomes at each stage of the training scenario.
  • Provide resource materials to be used by the participants after the training.  

Venue and Date

The safeguarding capacity development will be organized by The Leprosy Mission International Ethiopia /TLMI-E/ in collaboration with the consultant. The training place, the exact venue and date will be settled in due course; the training could take place in the first week of December, 2021, or before.

And, safeguarding training manual should be done within a period of 30 Calendar Days starting from the signing of the contracts. Payment shall be made upon submission of deliverables as per the following millstones, and approval by TLMI-E

Evaluation and Selection Process

This application is open to trainers who are specialized in completing trainings/workshops and have proven and demonstrated broad knowledge of and ability to utilize the principles, methods, techniques and concept of safeguarding at different context. The selected trainer will be responsible for designing and executing all the activities described in this ToR in collaboration with TLMI-E.

The selection process of the trainer/facilitator will be based on the set of criteria developed by TLMI-E Evaluation Committee to evaluate the proposals. The Evaluation Committee will evaluate the proposals by using the combined scoring method. Technical proposal will be evaluated on 60%; whereas financial proposals will be evaluated on 40%. The short-listed bidding consultant or firm may be asked for a formal presentation prior to the final selection.

Final report

This section outlines expectations in terms of inception and final reporting, as well as interim process updates.

The deadline for sending the report is 5 days after completion of training. Approval of the final report by the Contracting Authority will be the basis for issuing the final payment as indicated above.

Job Requirements

Desired qualification and competences

  • Minimum of master’s degree in Sociology, Psychology, Social Work, Public Health or related fields;
  • Strong and extensive experience in developing safeguarding training manual and conducting safeguarding training sessions in Ethiopia;
  • Extensive experience on building capacities; lobby and advocacy
  • Disability and Leprosy related program specialty will be considered an asset
  • Extensive knowledge of OPDs and civil society sector in Ethiopia
  • Demonstrates ability to work in a multicultural environment and establish harmonious and effective working relationships
  • Quickly builds rapport with individuals and groups, maintains an effective network of individuals across organizational departments
  • Excellent communication and presentation skills
  • Strong facilitation and analytical skills and the ability to prepare well‐written reports in a timely manner and available for the period indicated
  • Renewed business license and tin number required
