BACKGROUND: The International Rescue Committee (IRC) is one of the world's leading crisis response agencies, providing life-saving assistance and supporting recovery and reconstruction for people affected by war and natural disasters. Active in public health, education, livelihoods, women's empowerment, youth development, and protection and promotion of rights, IRC assists people from harm to home.

Position Overview:

Under the direct supervision of Health Manager and with the support from, Supply Chain Manager in Adama, Country pharmacist in Addis Ababa, the Drug and Medical supply Officer is responsible to carry out and coordinate the IRC- Ethiopia prepositioned drugs and medical supplies at Adama Field Office. The position is to engage in overall drug, medical supplies, and equipment management system of Health projects, maintaining drug management system as per the IRC’s drug management standard operating procedure, management of drug and other crucial supplies, and working with Ministry of Health (MoH) structures, other partners to have all the relevant drugs and supplies all the time. S/he will be responsible for the receipt, storage and distribution of drugs, medical supplies, and equipment by ensuring its standard qualities to IRC supported health facilities and mobile health team.

Responsibilities:

Technical

  • Act as the focal person for the ECHO and other funded drugs, medical supplies, equipment, and other health related items Supply Chain
  • Make formal as well as informal inventory on drug, medical supplies and equipment data systems for ECHO and other donor information system
  • Facilitate receiving of In-Kind donation of medical supplies from UN agencies according IRC SC procedure
  • Ensure availability of routine drugs, equipment & supplies, and store in a standard and recommended manner according to IRC SOPs.
  • Conduct physical inspection of drugs, medical supplies, and equipment up on their procurement and delivery and confirm their qualities
  • Follow up the drugs and medical supplies expire date regularly and facilitate their dispatch to end beneficiary in accurate manner
  • Ensure traceability of pharmaceuticals in the supply chain and respond to batch recall according to IRC SOP.
  • Follow up with Supply chain the delivery and distribution documents from IRC intervention sites are collected and filled
  • Regularly record and Update pharmaceuticals on Pharmaceutical Inventory Tracking tool and produce report.
  • Adopt IRC drug management system and its operating procedure to the country context.
  • Distribution of drugs to field staff based on the program need and appropriate documentation using standard monitoring tools (Bin card and stock card)
  • Conduct biannual inventory of the drug store using LMIS (logistic management information system) together with SC manager, health manager, and field coordinator and country pharmacist.
  • Support the institutionalization of Supply Chain monitoring and supervision activities for health project sites
  • Monitor progress against grant work plan; promptly identifying any current or potential delays
  • Prepare Purchase Requests for program supplies/activities and undertake field procurement as designated and authorized
  • Monitor program supply inventory levels; perform monthly spot-checks on program inventory
  • Work with and provide accurate technical support to the IRC’s implementing partners; maintain respectful and constructive relations with partner staff
  • Fully align with IRC safety and security procedures and provide input to security monitoring and assessments to enable and promote a safe and secure environment for program implementation
  • Ensure the IRC field office drug, medical supply and equipment warehouse is managed according to IRC storage SOPs and SC management system.
  • Ensure that an up-to-date inventory is maintained for the IRC field office store.
  • Distribute essential health supplies and drugs to the health facilities based on their needs and appropriate documentation using standard monitoring tools.
  • Ensure that all stocks movement records are appropriately maintained and organized including hard copies and electronic records of stock and bin cards.
  • Produce monthly reports on the stocks of drugs and medical supplies, detailing all stocks movements.
  • Monitor and support the drug management system in all IRC supported government health facilities based on need.
  • Conduct monthly inventory of drugs, supplies and equipment and report to the health manager, SC manager and Country pharmacist.
  • Perform other duties as requested by the Health Manager and Country pharmacist in accordance with the position.

Monitoring & Evaluation

  • Ensure that Medical warehouse is clean, well arranged and ventilated according to IRC storage SOP.
  • Produce monthly activity reports and submit to the county pharmacist, Supply Chain Manager and Health Manager.
  • Ensure that all Standard operational procedure tools and other relevant formats are properly prepared, recorded and documented.

Others

  • Work closely with Supply Chain, Health, and another relevant team at field office and at site level.
  • Any other activities or duties deemed by the supervisors.

Key Working Relationships

  • Internal: Adama FO Health staff, SC staff, Field coordinator, Finance, HR and Country office Health staff and SC staff.
  • External: FMHACA, EPSA, FMOH, Regional Health Bureaus, Zone Health and Woreda Health office.

Job Requirements

  • BSc Degree/Diploma in Pharmacy or Pharmacy Technician.
  • 4years/6years relevant work experience for BSc Degree/Diploma holders respectively.
  • NGO experience in Drug Warehouse Management is preferable.
  • Experience of providing training at Local Government, NGO and community level is essential
  • Excellent communication skills, organizational skills, and the ability to work in a team. Knowing Afan Oromo is must.
  • High quality in integrity, clarity, collaboration, commitment, flexibility, motivation, and willingness to work under high work pressure.

Skills/Competencies:

  • In addition to IRC core values/competencies: Diligence, attention to critical details, a keen sense of work priorities and resourcefulness in obtaining and researching important information.
  • Meets timelines for all reporting and delivery of outputs
  • Results-based demeanor, as well as excellent organization skills is a requirement.
  • Strong computer skills, with a good knowledge of MS Office Windows (Word, Excel, Access) an advantage.
  • Demonstrated behavior of professional and personal ethics, clarity, and willingness.
