Title:   Senior Health Systems / Supply Chain Advisor (RISE / ARPA)             Grade: 10

Summary Scope of Work 

The Senior Health Systems / Supply Chain Advisor will provide technical leadership and management oversight for the implementation of activities for the USAID-funded Reaching Impact, Saturation and Epidemic Control (RISE) program. The RISE project through the American Rescue Plan Act (ARPA) funding mechanism in Ethiopia, will provide technical assistance (TA) to strengthen critical care management of severe COVID-19 cases and strengthen of oxygen ecosystem in alignment with the national emergency response. 

The Senior Health Systems / Supply Chain Advisor will work closely with USAID Ethiopia & Washington, other ARPA implementing partners such as the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM), USAID-funded Promoting the Quality of Medicines (PQM), including Clinton Health Access Initiative (CHAI), relevant Ministries, private sector and key stakeholders to ensure that there are sustained intervention packages to address clinical care programs and to strengthen oxygen ecosystems. The candidate will work closely with relevant departments to establish liquid oxygen system at selected high load health facilities in the country. 

The Senior Health Systems / Supply Chain Advisor will provide technical leadership for conducting diagnostic assessment of oxygen plants (PSA) in the country and the maintenance of non-functional plants by identifying local engineering firms and closely working with them. S/he will participate in pre-installation facility assessments with bio-medical engineers and local stakeholders.  

The Senior Health Systems / Supply Chain Advisor will provide TA in the development of medical O2 supply chain optimization strategies in the country to ensure that O2 gets where it is needed when it is needed, in the right quantities required.  

The Senior Health Systems / Supply Chain Advisor will support the development of specifications, site selection and assessment, installation and preventive maintenance of O2 plants planned, including those through the Global Fund and other partners. 

The Senior Health Systems / Supply Chain Advisor will ensure efficient and systematic quantification, forecasting, distribution and redistribution of O2 consumption at health facilities. S/he will be responsible to adapt, roll-out and monitor the dashboard. 

With a view of ensuring patient safety and quality, s/he will closely work with the Ethiopian Food and Drug Authority (EFDA), USAID-PQM and others to develop, implement and report on quality improvement (QI) and quality assurance (QA), congruent with international standards of medical grade oxygen delivery

The Senior Health Systems / Supply Chain Advisor will actively participate in the liquid

oxygen production and delivery assessment of oxygen plants around the country, and will work closely with relevant departments to establish liquid oxygen system at selected high load health facilities in the country through a public private partnership.

Specific Duties and Responsibilities

Leadership and Program Management 

  • Work closely with USAID Digital Health Activity (DHA and EPSA for ensuring availability and functionality of oxygen and related supplies along the health care delivery tier using dashboard for forecasting and distribution;
  • Train and mentor staff in the target institutions to build their capacity in critical care and safe use of oxygen;
  • Actively participate in knowledge sharing and collaborative culture between participating health facilities through face to face as well as virtual telemedicine / telehealth approaches;
  • Ensure the project achieves its goals and corresponding objectives by regularly monitoring accomplishments against targets;
  • Work closely with the Monitoring, Evaluation and Learning (MEL) team and oversee development and management of systems to efficiently track, analyze, visualize, use and disseminate performance and context monitoring data;
  • By closely working with program and MEL team, ensure development and implementation of the Activity Monitoring, Evaluation and Learning Plan (AMELP) or Performance Monitoring Plan (PMP) consistent with Ethiopia’s national monitoring and evaluation guidelines, protocols, information and reporting systems;
  • Support the Project Director to champion holistic approaches to collaboration, learning and adaptive management, including establishing regular opportunities with key stakeholders to reflect on project progress and use information to adjust interventions as needed;
  • Closely work with program and MEL team in generating quality monthly report to the donor;
  • Oversee and/or conduct targeted assessments, evaluations and implementation research, ensuring compliance with Government of Ethiopia and Johns Hopkins University institutional review board policies;
  • Cultivate strategic relationships and alliances with other USAID projects and represent project activities in public and professional circles through meetings, conferences, and presentations;
  • Closely work with other partners on strengthening of oxygen ecosystem such as CHAI, Assist International and others.

Business Development

  • Identify potential opportunities for new business and new or leveraged funding sources;
  • Participate in COVID-19 and other critical care related proposal development activities.

Job Requirements

Required Skills & Abilities:  

  • Liaise with Jhpiego, USAID Ethiopia and Washington and partners’ technical experts to ensure that program strategies and interventions are technically sound and evidence-based;
  • Ensure programmatic successes, challenges and lessons learned are documented systematically for internal use and external audiences;
  • Promote an organizational learning culture across Jhpiego and other implementing partners and ensure the sharing of such knowledge across the program; and
  • Support dissemination program learning through technical reports, conference abstracts, and peer-reviewed publications.

Required qualifications and competencies:

  • Medical degree with clinical specialization (anesthesiology, emergency medicine, respiratory therapist and others), Master’s degree in public health, Master’s degree in health commodities supply chain management or related field or equivalent experience;
  • Minimum of Seven years of work experience in clinical, public health or health systems strengthening; 
  • Experience in health commodities forecasting and distribution along the health care delivery tier system;
  • Deep understanding of the Ethiopian health system;
  • Demonstrated strong capacity building experience, management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public, private and NGO sectors;
  • Relevant experience in health systems strengthening especially in health service delivery and emergency management;
  • Demonstrated experience of working beyond the call of duty and attaining tangible results;
  • Strong technical skills, including ability to process, analyze and use data for decision making;
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector;
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills;
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts;
  • Excellent skills in facilitation, team building, and coordination;
  • Excellent verbal, written interpersonal and presentation skills in English and Amharic;
  • Committed to make frequent field travels for supporting target institutions
  • Proficiency in Microsoft Office.
