Background on ACTED

ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context.

ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill the REACH Assessment Officer position in Addis Ababa, Ethiopia.

Position Profile

Under the direct supervision of the REACH Cash Research Manager in Ethiopia, the Assessment Officer (AO) plays a key role in the implementation of REACH Joint Market Monitoring Initiative (JMMI) and Supply Chain Analysis (SCA) in Ethiopia. S/he will be responsible for the design, implementation, coordination and reporting of the Cash Research cycles.

Duties and Responsibilities:

1.1 Research Design and Implementation

Under the direct line management of the REACH Cash Research Manager, in close collaboration with the Ethiopia Collaborative Cash Delivery (CCD) Network and in consultation with the Ethiopia Cash Working Group (ECWG) and other Humanitarian partners, the Assessment Officer will be responsible for designing and monitoring Cash research cycles related to JMMI and SCA, in compliance with the best practices as defined by REACH and IMPACT global standards. S/he will lead the implementation of operational stages, including methodology, TORs and indicators design, adaptation to evolving information needs, maintenance and revision of KoBo tool and other technical tools, training and coordination of data collection with field teams, including the Field Manager, and support to data cleaning.

Output production

The AO will lead the production of all relevant outputs related to Cash research cycles. Among them: supply chain analysis and JMMI factsheets; standardized market monitoring tool for data collection; preparing both quantitative and qualitative tools for data collection; JMMI market analysis dashboard and JMMI support training sessions with feedback mechanisms for government officials.

Coordination and external relations

Under the supervision of the Cash Research Manager, the Assessment Officer will support in the coordination with the Ethiopia Collaborative Cash Delivery (CCD) Network, the Ethiopia Cash Working Group (ECWG) and other relevant Humanitarian partners and stakeholders throughout all stages of the Research Cycle from research design and adaptation to the development of key assessment messages.

Ad-Hoc Analysis and Information Requests

The Assessment Officer will support on ad-hoc data analysis to address possible partners requests and/or internal analytical discussions needs. This may include more targeted 

Job Requirements

  • Excellent academic qualifications, University degree required preferably in fields related to Sociology, Development Studies, International Relations, Applied Research and Economics, etc.;
  • At least 2 years of relevant working experience in applied social research, including all steps of the research cycle;
  • At least 2 years of relevant working experience in emergency or development contexts;
  • Public presentation skills for high-quality outputs presentation to stakeholders
  • Ability to operate in a cross-cultural environment
  • Excellent organizational and drafting skills for effective reporting
  • Ability to travel to the field
  • Proven analytical skills, including required skills in Excel and desired skills in SPSS, R or other statistical languages
  • Written and spoken fluency in English required; professional proficiency in at least 2-3 federal working languages of Ethiopia is an advantage
  • Proven communication, coordination and external relations skills
  • Ability to work independently and with flexibility

Desirable

  • Previous experience in InDesign;
  • Knowledge of the humanitarian coordination structure;
  • Knowledge of the local and national Ethiopian socio-political context.
