In their Lifetime is Christian Aid’s seed fund for innovation and learning. Through this funding Christian Aid Ethiopia in partnership with Action for development (AFD) in konso and south omo designed a two-year project entitled Preparedness and Early Response to Public Health Emergencies in Konso and South Omo.

The overall purpose of this project is to strengthen resilience of the target community and health systems to health emergencies by supporting them to predict and detect health hazards before they reach disaster phase and act as quickly as possible as they occur. The project specifically aims to strengthen Public Health Emergency Management system to institutionalize the preparedness and early response to health emergencies; enhance the capacity of health institutions to get prepared and respond to public health emergencies and disasters and improve community resilience and preparedness to health hazards.

In order to bench mark the current situation and measure the achievements against the projects’ set indicators, Christian Aid is seeking the services of an external consultant to conduct a baseline survey for the collection of reliable baseline data.

Objectives of the baseline

Overall objective

The objective of this baseline study is to set up a baseline for the project’s log frame and determine the present values. This will enable progress to be measured during the lifetime of the project.

Specific objectives

The key areas of investigation are around the capacity, opportunities and constraints of the Public Health Emergency Management system (PHEM), including Health Task Force, outbreak committee, health facilities, health workers and community members in relation to preparedness and response to communicable diseases in South Omo and Konso zones.

Job Requirements

Competencies Required

  • The applying firm or consultants need to have and fulfil at least the following competencies.
  • The Consultant should have the following minimum qualifications and experience
  • Direct experience in conducting baseline surveys, studies and evaluations of projects using mixed methods including qualitative and quantitative data collection, and participatory studies with community members
  • Have experience in health emergency related projects/programs monitoring, evaluation, impact assessment and data collection methods
  • Knowledge of the project area and the local language will be considered a plus.
  • Excellent communication skills, both verbal and written, and excellent skills in data analysis
  • Ability to write high quality, clear, concise reports in English
  • Knowledge of ethics, safeguarding and data protection As well as understanding of gender equality and social inclusion and how this relates to carrying out surveys
  • The consultant should be a registered firm and whose license has been renewed for the current Ethiopian fiscal year
  • Attachment of all supportive documents with the technical and financial proposal is required

How to Apply

Interest consultant who found themselves qualified and interested should send the following:

  • Technical proposal of up to 10 pages (excluding annexes). The proposal should include a paragraph of consultant’s own understanding of TOR, the methodology and steps they will use / take to deliver this work, example of prior similar work, description of roles and responsibilities in their team, etc. This proposal should be submitted with a separate sealed envelope
  • Financial proposal – including all costs incurred to deliver this work. All proposed costs should be expressed in Ethiopian Birr and this proposal should be submitted with a separate sealed envelope
  • CVs of all consultants involved in the work. The consultant is obliged to avail all the experts mentioned in the technical proposal for the assignment
