INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

PROJECT BACKGROUND

The Danish Refugee Council (DRC) is implementing the Ethiopia Migration Programme (EMP), a UK-funded programme to make migration safer and protect would-be migrants and refugees from unsafe irregular migration through and from Ethiopia.

OVERALL PURPOSE OF THE ROLE:

Under supervision of the Team Leader and in close cooperation with other programme colleagues, the officer will be field-based who will develop and maintain good relations with the persons of concern and will support the implementation of DRC’s protection objectives and activities to provide timely and effective assistance to vulnerable migrants and returnee. The position will, furthermore, be tasked to develop and adapt monitoring tools, to provide direct assistance and support to migrants with specific needs. 

RESPONSIBILITIES

Technical Support:

  • Collaborate closely with the Team lead to operate at returnee shelters and information hubs for refugees in Addis Ababa, as well as coordinate a refugee and returnee assistance program with all internal and external partners.
  • Contribute to the design, planning and implementation of EMP activities with a particular emphasis on protection assistance and capacity building, youth resilience building and access to information and services.
  • With guidance from the Team lead and support teams, contribute to budget and procurement planning and implementation.
  • Plan and oversee outreach workers and activities, producing detailed work and activity plans for the day to day operation of EMP activities.
  • Under the direction of the Team lead, assist in activity reporting for both internal and donor purposes. This will include providing regular reports with accurate and comprehensive files of activities, outputs, materials, and other relevant or supporting documentation.
  • Monitor and report on contextual developments affecting implementation, raising and escalating issues related to the program risks, protection risks among the target population and ensuring accountability to beneficiaries.
  • Develop and maintain good working relationships with key stakeholders by actively participating in coordination meetings, working groups and any other meetings as requested.

Protection and delivery of assistance:

  • Engage in planning and conducting Rapid Needs Assessments to understand protection needs of target populations;
  • Engage with services providers available for returned migrants and support the development of referral pathways/mechanisms;
  • Monitor of the needs of newly arrived returnees with main focus on persons with special needs (women, children, elderly, disabled etc.); and management of individual cases when required;
  • Provide individual, needs-based assistance to returnees based on internal guidelines developed by DRC;
  • Collect intake and assistance provision data ensuring the highest standards of data protection and confidentiality;
  • Provide advice and guidance as well as referrals to returnees on issues related to accessing required services;
  • With guidance from the Team Leader, provide trainings/capacity building to duty bearers, mainly local community organizations on protection related issues (guiding principles of protection; child protection; SGBV etc.);
  • Under supervision of the Team Leader plan and draft relevant financial and procurement documents such as PRs relevant to provision of protection assistance.

Reporting & Accountability:

  • Prepare high quality and timely internal reports and provide input in drafting donor reports and other project related documents as required.
  • Comply with all relevant DRC policies and procedures, particularly with respect to protection, the code of conduct, and security.
  • Participation and support to Protection Sector working Group as required.

The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

Job Requirements

Experience and Technical Competencies: (include years of experience)

Essential:

  • Minimum of 2 years of experience working in a social service, Cash/NFI distribution, of which at least 1year experience is working in humanitarian settings on migration field;
  • Technical understanding of core protection concepts including experience implementing protection and resilience programming in humanitarian contexts;
  • Ability and willingness to maintain regular presence at project sites and to work during irregular working hours and in insecure environments.
  • Strong interpersonal skills and commitment to learning and implementing organizational policies and procedures.
  • Good computer skills (Excel, Microsoft, PowerPoint and Outlook).

Desirable:

  • Good understanding of international principles of humanitarian work.
  • Previous working experience with humanitarian agencies will be considered as a strong advantage.

Education (include certificates, licenses etc.):

  • Graduate degree in, social work, law, Business Administration, or a relevant equivalent field.

Languages: (indicate fluency level)

  • Fluency in written and spoken English. Fluency in local spoken languages.
