Job Description

ROLE PURPOSE

The UNOCHA 1 million grant from the Ethiopian Humanitarian fund -EHF for the Provision of Safe, inclusive, and quality education for conflict affected IDP and Host community children in Axum, Adwa, Adigrat, Wukro, and Mekelle, Tigray. The project will be implemented by a consortium modality engaging where by PIE will be the lead agency for this project. 

The Consortium Program Manager is responsible for overseeing and coordinating the implementation of the project by partners organizing joining alliance and collaboration for joint implementation of activities; monitoring, reporting and sharing of information among consortia members and PiE. 

ROLE

The Consortium Project Manager is responsible for the overall management of project progress as per the project proposal, budget, logical framework and contractual compliance obligations. He/she will oversee and ensure that implementing partners and field level teams have the required level of support, guidance, and information in order to implement the project to high standards, coordinating and communicating effectively with the EiE team and consortium members to ensure follow up and support as required. He/ she will work closely with consortium members’ project technical staff to ensure the provision of technical support for the country team to utilize evidence based, best practice approaches and methodologies in Education programming, drawing on the collective experience, capacity, approaches and methodologies of the consortia.  

The Consortium Project Manager will be responsible for effective communication of project progress, issues arising and proposed solutions to the EiE team both at the CO and program area as well as to consortium members. She/he will be responsible for consolidating all financial and narrative reports from implementing partners and submitting the consolidated reports to the Education in Emergency Lead. 

KEY RESPONSIBILITIES 

  • Plans, organizes, directs, coordinates and controls the UNOCHA Project activities Program Areas of PIE and project implementing consortium partners.
  • Manage and facilitate key project governance mechanisms at country level and design and manage effective communication channels. 
  • Lead on joint planning with implementing partners regarding the implementation of activities and corresponding expenditure of funds, as per Detailed Implementation Plan (DIP) format provided by PMU.
  • Develop and implement the MERL, Communication and Visibility Plan..
  • In coordination with the CO and PA EiE team, develop and manage a risk register for the project. 
  • Lead on troubleshooting and issue resolution, in coordination with EiE staff and Consortium Members. 
  • Lead and facilitate evidence based best practice sharing of methodologies and approaches to child protection programming as an input to design activity detailed plan /implementation planning.
  • Collect, compile and organize financial and narrative reports from implementing partners with the support of the country finance coordinator and EiE teams. 
  • Follow up and ensures that financial commitments of the donor are timely released and used as per commitments; 
  • Facilitate on time budget transfer to implementing consortium members for timely project accomplishment; 
  • Compile reports, case studies, and proceedings and share to CO, PA and consortium members. 
  • Document, share lessons learnt on the impacts and best practices of the project; and ensure effective communication and information sharing for scaling up of the project’s outcomes/impacts.
  • Engage in capacity building of project staffs and partners in monitoring and evaluation activities, and donor’s compliance management issues.
  • Ensure mid-term and end-line evaluations of project implementations by consortia members for drawing lessons and possible adjustments. 
  • Ensure for effective project close-up collaboration with the CO and PA as well as consortium members.   
  • Represents PIE in coordination meetings, experience sharing platforms and forums related to the project.
  • Performs other related duties as assigned by the EiE Thematic Sector lead. 

DEALING WITH PROBLEMS

  • Systematic approach is needed to deal with child rights and post holder needs to follow innovative approaches of working with civic organizations to empower them so that they promote and advocate child rights. 
  • The post holder has to closely consult and also get approval from line manager or senior management of the organization while embarking on issues related to rights. 

Job Requirements

Knowledge & Experience 

  • MA or BA Degree in Psychology, Education, Sociology, Social Work or other related disciplines.
  • Eight (8) years’ experience in which three (3) years minimum experience in Program/ Project management, consortium coordination.  
  • Experience of managing complex and large project budgets (> $1mil).
  • Experience in developing and implementing Education projects. 
  • Knowledge of evidence based, best practice programming and Minimum Standards for Education in Emergency.
  • Experience working in an NGO sector in emergency set up for a minimum of three years.
