 Vacancy Announcement

 “MINCH” Interactive Voice Response (IVR) Moderator

Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and reregistered at Agency for Civil Society Organizations as Ethiopian development Organization with Certificate no. 0321 under the Proc. No. 1113/2019.

ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs envisioning an Inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.

 Currently, ECDD running an Interactive Voice Response (IVR) telephone platform called Minch which persons with disabilities and the general community get information on disability-related six thematic areas by calling on the 6768 no-cost platforms.

 ECDD is looking for two qualified Minch moderators who are interested to join the ECDD-Minch team.

Description of Tasks:

The Minch Moderator is based at the ECDD Head office in Addis Ababa and is in charge of compiling and transcribing voices received through the Minch (6768) Interactive Voice Response (IVR) telephone platform, conducting research, interviewing stakeholders, and producing interactive messages/information to inform, capacitate, and engage persons with disabilities and stakeholders.

Specifically, the Minch Moderators will:

  1. Listen to user-submitted voices and fill out the necessary fields in the moderation interface
  2. Review and filter questions based on relevance, collect answers, convert the answers into audio format and upload it as an audio prompt message on the platform
  3. Prepare updated disability-related Information and upload it on the platform
  4. Work on the moderation interface to publish, archive, and reject studio and user-generated material in real-time.
  5. Collect and analyze automatically generated data by the IVR system and produce daily, weekly, monthly, quarterly, and annual narrative reports that reflect both the moderators’ performance and users’ inquiries. r.
  6. Facilitate the upgrading of the MINCH IVR Platform that involves additional functional features and better reporting interfaces.
  7. Send SMS information to selected Minch users using the push method;
  8. Create awareness and promote the MINCH IVR Platform through various methods
  9. Ensure that the system is being effectively used properly by Persons with Disabilities
  10. Work/Liaise with relevant stakeholders, such as Ethio telecom to identify/resolve issues and to solicit support for the IVR system
  11. Assist ECDD program teams and stakeholders develop IVR and/or SMS alerts and surveys
  12. Work with ICT Officer in addressing problems occurring on the IVR Platform
  13. Hold ongoing online meetings with the Gram Vaani technical team in India (developers of the IVR system) to receive technical support for the Minch platform's smooth operation, to learn from their experience, to assist with activities, and to further enhance the features and functionalities of the platform.

Job Requirements

  • Bachelor's degree in Computer Science, Information Systems, information communication technology (ICT),
  • At least 2 years of experience, highly preferable as help desk technician, coordinator, technology-based customer support related role
  • Familiar with IVR and/or SMS technologies
  • Excellent in writing and communication both in Amharic and English
  • Good understanding of computer systems, mobile devices, communication media, and telecommunication technology
  • Ability to diagnose and resolve the basic technical issues
  • Good understanding of disability and associated concepts
