Terms of Reference (TOR) to Briefing on SRH Concepts and Rehabilitation Centers- Inclusive for Persons with Disability

Background

Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and reregistered at Agency for Civil Society Organizations as Ethiopian development Organization with Certificate no. 0321 under the Proc. No. 1113/2019.

Ethiopian Center for Disability and Development is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs envisioning an Inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens. Currently ECDD is implementing “Minch IVR telephone platform with the support of the United Nations Population Fund (UNFPA) designed to promote easy access and sharing of disability related information among persons with disabilities, their families, governmental and non-governmental organizations and other responsible stakeholders.

To this end, under UNFPA-funded SRH+ project, ECDD plans to work on compiling and producing voices of basic SRH concepts with the intent of “strengthening 'Minch' platform to sustain provision of SRH information to vulnerable adolescents and youth with disabilities by calling to the toll free number 6768.

To this effect, ECDD is looking for a competent Individual/consultant who can implement the following activities:

1. Gather and compile basic SRH information, primarily on HIV/AIDS and sexually transmitted diseases
2. Create a paper containing information on all types of rehabilitation services and assistive aids provided by both government and non-government organizations in Ethiopia
3. Produce high-quality voices for the above-mentioned materials.

Objectives

Documentation and voices on basic SRH ideas and available rehabilitative services will:

• Equip persons with disabilities, families, friends, Organizations for Persons with Disabilities (OPDs), and responsible stakeholders with basic SRH knowledge and proper utilization of SRH services through.
• Raise awareness among PWDs about the causes, prevention, and treatment of HIV/AIDS, and the sites where preventive, testing, and treatment services are available.
• Provides PWDs with the relevant information, including the addresses of rehabilitation institutions and assistive aid providers.

Target groups; the document shall be produced with the following target communities and/or institutions in mind.

• Persons with disabilities, their families, and friends
• Organizations of persons with disabilities

Key deliverables

• Draft compiled documents on basic SRH concepts, HIV/AIDS, and STDs into a single document
• Draft compiled a list of rehabilitation centers, and assistive aid providers with detailed addresses
• Created and organized an SRH concept document in Amharic and English (with all secretarial work completed)
• High-quality audio for Each document 

Job Requirements

Eligibility:

Interested consultants are required to submit the following documents.

• SRH experts/trainers/advocates with minimum of 4 years of experience
• Renewed and valid license and Vat certificate;
• CV explicating that the applicant has educational background and work experience in relation to promoting Gender and SRH issues
• Commitment to meet the deadlines

Time Frame

1. The first draft of Amharic and English compiled document shall be submitted to ECDD within fifteen (15) days after the signing of the agreement;
2. The final draft of the compilation in both languages and high quality voice shall be submitted to ECDD within five days after the receipt of comments on each of the first two drafts.

Submission of Proposals

Interested and Potential individuals/consultancy firm shall send their proposals, along with the following information:

1. Technical proposals
2. Financial proposal with separate price for
3. SRH Document with Basic SRH information’s, HIV AIDS and STD
4. Intended information on Rehabilitation center’s 
5. Audio production work (detail work stated above)
6. Copy of renewed Registration Certificate, License or Work Permit
7. Other relevant supporting documents
