Position Title: Senior Mobility Tracking Assistant - DTM
Duty Station: Addis Ababa

Under the general supervision of the Emergency and Post-Crisis Coordinator, the direct supervision of the DTM Coordinator in the IOM Office in Addis Ababa and in coordination with the Heads of Sub Offices (HSO), the successful candidate will be responsible for coordinating DTM data collection activities and verification process and related administrative work. In particular, he/she will:
Responsibilities and Accountabilities:
- Coordinate the overall data collecting operations of the Displacement Tracking Matrix (DTM)’s Mobility Tracking activities in Ethiopia which includes the roll out of the Site Assessment, Village Assessment Survey, Emergency Site Assessment, Event Tracking Tool and other ad-hoc assessments.
- Manage and supervise DTM Mobility Tracking field project assistants (FPA) by ensuring that displacement and return data is collected, verified and accurate.
- Coordinate logistical plans for data collection at national level which include devising nationwide vehicle plans to access all regions, allocating daily sustenance allowances for accompanying government officials, distributing IT equipment (tablets) and providing protection enhanced training accordingly to FPAs and enumerators and so on.
- Ensure data accuracy in DTM’s information products such as in its datasets, regional dashboards, National Displacement Reports and more by supporting the information management team in cross checking data collected in the field.
- Liaise with federal level authorities, the National Disaster Risk Management Commission (NDRMC) and the Oromia Regional Disaster Risk Management Commission (RDRMC) to regularly inform on activities, results, and for endorsement of the quarterly National Displacement Report.
- Support the implementation of DTM tools and the uploading of data collected as per agreed timelines for Central Oromia.
- Participate in field assessments with multi-sectorial data collection techniques to gather timely information about displacement, population mobility, movement flows, and any other source of data required.
- Provide extensive feedback on lessons learned, challenges and recommendations after each round of data collection to ensure that evolving field realities are accounted for in each round of data collection.
- Perform other duties as assigned.
Job Requirements
Education:
- Master’s and Bachelor's degree in Social Science, Information Management, Disaster Risk Management or a related field from an accredited academic institution. Or university degree in the above fields.
Experience:
- A minimum of 5 years of relevant experience is required for Master’s degree holders.
- A minimum of 7 years of relevant experience is required for Bachelor’s degree holders.
- Experience in the development and implementation of the Displacement Tracking Matrix (DTM) or similar assessment and information management activities is highly preferred.
- Experience of capacity building of counterparts is an advantage, and the ability to transfer skills and knowledge on DTM, data collection and system is an advantage.
- NGO/INGO experience is an advantage.
- Proven managerial experience is needed
- Knowledge and experience in humanitarian emergencies
- Flexibility to perform and deliver in difficult and rapidly changing situations
- Coordinates actions with emergency response actors and making use of coordination structures
- Makes correct decisions rapidly based on available information.
Languages
- Thorough knowledge of Amharic and English languages
- Knowledge of other local languages is advantageous
